About this file

This document is a Requests for Information (RFI) Responses file for the VA Sierra Nevada Health Care System's utility services project across Kirman Avenue. The RFI contains 26 detailed questions and answers covering critical project aspects, including site logistics, construction requirements, permitting, security, and proposal submission guidelines. Key highlights include confirmation that the contractor is responsible for obtaining permits, relocating container boxes, replacing fencing and handrails, and managing site security. The project involves utility services installation with specific requirements around project timing (preferring spring and summer months), site access, and personnel assignments, such as mandating the site superintendent be full-time and dedicated exclusively to this project. Proposal submission instructions specify separate technical and price proposal emails, detailed schedule requirements using project management software, and past performance documentation with projects at least 75% complete.

Requests for Information Responses:

1) Will the facility be closing the dock?

The intent is to maintain a path to the dock during construction where the tank excavation will be.

2) Who is responsible for the permits?

Per FAR 52.236-7 The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work.

3) What is the proposed or estimated date actual site work would start on this project?

Start date is flexible with coordination from the COR and CO. The facility prefers if the work is done during the spring and summer months and not during inclement weather. Work ideally should be completed before completion of the new CUP.

4) Page CS-102 Note # 6 states Contractor to work with Landscape Architect to identify all existing trees / landscaping to be removed. All Landscaping to be replaced under direction of landscape Architect. Is the VA paying for this Landscape Architect or is the GC supposed to pay for them? Why is this not already on the plans as it becomes just a guess on our side, so how will this be reimbursed?

It was determined early on a landscape architect would be hired by the contractor to handle the landscaping because the scope of work is minimal (Remove and replace 2 trees).

5) Page CS-102 States Contractor to pothole and verify Utility Depths and notify Civil Engineer if there are any discrepancies, but in Alares Design Narrative it states they did this already. If there are discrepancies will this be considered a Change Order?

Underground survey was performed as part of the design effort but no potholing was conducted within the ROW. The Contractor as part of its due diligence should perform verification of the elevation of the utilities prior to construction as identified on the plans to ensure these utilities are at the elevations expected in the plans. The intent is that this identifies any potential conflicts prior the contractor starting work limiting the scope of potential change orders.

6) Please provide specs for pipe supports shown on MI-101.

Refer to construction specifications included in the contract documents

7) Can we get the name and contact info for the manufacturer used as basis of design for the precast? It looks like they received a proposal from someone, and we would like to contact them directly so we can stay on budget.

The basis of design is Jensen Precast in Sparks, NV. (775) 352-2700 | info@jensenprecast.com

8) What happens if offers are over the VA's budget? Will this be cancelled, or will it still be awarded as the budget looks to be very low?

It will be awarded so long as the price can be determined fair and reasonable by the contracting officer. This can be accomplished in a number of ways in accordance with the FAR.

9) Since some of the work is off VA property, will GC need to provide any type of security or video surveillance overnight or during non-working hours to keep the site secure or will VA monitor this using VA police?

Once the project begins, the contractor is responsible for the construction site and its security. How the GC secures the site is at their discretion. Jurisdiction of VA police ends at property line, they will have no purview over site.

10) Is it known what the cost will be from the City of Reno for any encroachment permits for the proposed right of way work?

Encroachment and Excavation fee will be roughly $20,000 based on an initial estimate; this is not a comprehensive or exhaustive estimate and should be verified by contractor. This may vary based on the contractor’s duration within the roadway and City of Reno interpretations of fee requirements. This cost is independent of building permit fees.

Refer to the City of Reno website for permits and costs. Contractor to coordinate with the City of Reno.

11) What is the size of the abandoned oil storage tank that needs to be removed X x Y x Z and gallons? How deep is it buried?

Plans show 20’x20’x8’ buried approximately 3’ deep. The location shown on plans is approximate. This works out to approximately 24,000 gallons. Please refer to the attached UST report for more information.

12) Alares LLC shows DIV 5 work in their Appendix E, but nothing in the plans or on the specs. Is there supposed to be some DIV 5 work in the project that is unforeseen? Should this also be added to Attachment 2 breakdown sheet?

Appendix E attached document is a cost estimate. Div 5 shows estimate cost for steel support for piping in tunnel which is not normally shown on the plans.

Contractor shall refer to construction specifications for requirements. See attached updated specifications.

13) Can the VA provide the City of Reno and MUTCD standards for the Traffic Control mailto:info@jensenprecast.com and Temp Infrastructure mentioned on Page CS-102 Note #2 that they want followed?

It’s typical for contractors to provide their own traffic control plans as their means and methods of construction for different traffic control. Below are the sections of code they will be required to follow when they produce the traffic control plans for review.

City of Reno Public Works Design Manual - Chapter 1 Section 4 -https://www.reno.gov/home/showpublisheddocument/58638/635942503590470000 Manual on Uniform Traffic Control Devices - Part 6 - Temporary Traffic Control -https://mutcd.fhwa.dot.gov/pdfs/11th_Edition/part6.pdf

14) Is Contractor responsible for removing the Container Boxes shown to be removed on CS-102 Note #11? If so, whose container boxes are they, what size are they and where do they need to be moved to?

Yes, the contractor is responsible for moving the container boxes. Based on previous discussions with the VA they are assumed to be VA boxes, and it is unknown where they want them placed. Based on overhead surveys they appear to be approximately 8’x20’. Coordinate with COR regarding container box relocation.

15) What kind of fence needs to be removed Note #9-page CS-102 and replaced Note

#8 CS-103?

8’ Chain link fencing with slats. Replace in kind.

16) Are there any plans that show details for the stairs and also the planter bed wall please due to nothing being shown. Also, will we be the ones providing footings for the new fence or will they use existing?

See detail 14/S-201 for stair reconstruction. Planter wall was noted as to remain. If demolished and reconstructed at the contractor's option, then the wall will need to be reconstructed in kind. The planter bed wall is not being modified or reconstructed with this project so it will not be included in detail. Stairs will match existing. For clarification a stair and handrail detail has been added to Sheet CS- 108 in the attached updated civil drawings. The new trenching should not interfere with any footings for fencing. See attached for record drawings. See attached record drawings for existing wall details and elevations. Contractor shall have the option to replace fencing footings or to protect in place and reuse existing footings with new fencing. Any reconstruction shall be fully compliant with current building code requirements.

17) Can we get details and specs for the handrails to be replaced shown on page CS- 103 Note #5?

It was the intent that the contractor match in kind any existing improvements. For http://www.reno.gov/home/showpublisheddocument/58638/635942503590470000 clarification a stair and handrail detail has been added to Sheet CS-108 in the attached updated civil drawings

18) Page CS-103 Note #7 says to construct new Fiber Optic Line and those are usually concrete encased, but we don't see any division 27 specs, details nor is it on breakout of attachment #2? Is this trench required and if so, can the VA give us the missing details?

Based on a review of the project the demolition and replacement of the existing fiber optic line crossing Kirman Avenue has been removed from the scope of work of this project. The fiber optic line(s) shall remain and be protected during construction.

Please see updated civil drawings

19) Submission Instructions 3.a state email must cite RFP: 36C26125R0057 - but 3.d.

says Offerors MUST mark the subject line of the email as 36C26125R0057 Provide Utility Services Across Kirman Avenue Technical Proposal and 36C26125R0057 Provide Utility Services Across Kirman Avenue Technical Price Proposal. Can the VA confirm one email subject to be 36C26125R0057 Provide Utility Services Across Kirman Avenue Proposal is acceptable? If not, please clarify.

Instructions state to send one email for the technical proposal and one email for the price proposal. That is the reason for the two naming conventions of the emails.

20) Proposal Volume Contents: 7.b. Similar Scope and Complexity states evaluation on "Trailer Swing Space Components" - is this required?

Disregard.

21) Proposal Volume Contents: 7.c. Similar Magnitude - Can we use projects that are higher than the estimated 5M - 10M magnitude?

No

22) Proposal Volume Contents: 7.e. Personnel - Site Super has to be full-time without any other roles, but can the PM, SSHO and QC be assigned as Dual Roles?

Other roles may be dual assigned, but the Superintendent may not have any other roles.

23) Proposal Volume Contents: 7.f. Current Employees - Can we use employees currently at the Kirman Ave site in the assigned roles if they are going to be complete with the current project before this new project begins or has a slight overlap in Timing?

A superintendent may not have overlap with other projects, as they are required by 7.f to be “full-time and dedicated only to this project”. Other roles without the “full- time and dedicated” requirement may have overlap.

24) Offer Submittal Factor II - Do you want an actual P6 schedule with critical path milestones from start to finish or just a narrative or both? Which would get a higher score?

Project management software required and detailed schedule.

25) Offer Submittal - Factor III - Past Performance - What is an acceptable % complete of the projects we use as a reference? Sometimes CPARS don't show any % or 10% as an example when the project is really 90% or even 100% complete.

75% complete

26) Is there a PPQ form the VA would like us to use if CPARS are not available?

Yes, please see attached
