About this file
This document is an Issue Brief from the VA Sierra Nevada Health Care System (VASNHCS) in Reno, Nevada, regarding an Underground Storage Tank (UST) contamination discovery during a construction project. On December 5, 2024, excavation near Building 1's laundry loading dock revealed a previously unknown abandoned fuel oil tank from the late 1970s. Soil samples confirmed contamination, and on February 5, 2024, Travis Robinett, the Facility GEMS Manager, submitted a spill report to the Nevada Division of Environmental Protection (NDEP).
The related federal contract opportunity (Solicitation Number: 36C26125R0057) involves providing utility services across Kirman Avenue at the Ioannis A. Lougaris Medical Center. The contractor will be responsible for supplying labor, materials, equipment, tools, and supervision to establish new utility services. The opportunity is managed by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21. Next steps for the UST issue include a site walk with a Certified Environmental Manager from McGinley and Associates on February 6, 2024, to assess contamination extent and develop a resolution strategy.

VHA ISSUE BRIEF
VISN 21 – VA Sierra Nevada Health Care System (VASNHCS), Reno, NV
Issue Title: Nevada Division of Environmental Protection (NDEP) Underground Storage Tank (UST) spill report submission.
Date of Report: 2/5/2024
Brief Statement of Issue and Status: On 12/5/2024, excavation for a construction project near the Building 1 laundry loading dock encountered a strong Volatile Organic Carbon (VOC) odor. After a preliminary investigation by facility engineering, this location was discovered to be where a UST fuel oil tank was located and abandoned in place in the late 1970’s, before modern UST regulations were in place. The tank’s presence was not known by current staff until this time.
Soil samples were taken on 1/22/2024 by a subcontractor for the construction project, Certified Environmental Manager (CEM) Ryan Kautz of RK Contractors, to confirm contamination. Samples were sent by FMS to Travis Robinett, Facility GEMS Manager, on 1/31/2024. These samples confirmed contamination.
On Monday 2/5/2024 at 9:18 A.M., Mr. Robinett completed NDEP’s online Spill Report Form (https://nevadaenvironmentalactivities.ndep.nv.gov/Spill/ReportForm.aspx), which will be forwarded to the appropriate personnel within NDEP.
Actions, Progress, and Resolution Date: Mr. Robinett has contacted a local CEM from McGinley and Associates, an engineering firm who has worked with Reno VA on UST closures in the recent past. A no-cost site walk is scheduled for Tuesday 2/6/2024 at 1:00 PM to gather information on a proposal for a Site Assessment, where the CEM will analyze the extent of the contamination and provide next steps to resolve this issue.
No action is necessary at this time as we await response from NDEP, and obtain advise for next steps from the CEM.
