About this file
This document contains a justification and approval for other than full and open competition for a federal contract opportunity. The Department of Veterans Affairs, Veterans Integrated Service Network 12, Tomah VA Medical Center requires replacing the pitched roof, dormer roof, and wall cladding on Building 400 with Westlake Inspire Classic Slate Shingles Charcoal Black composite slate shingles. The shingles match the appearance and profile of the original slate roofing and were previously approved by the State Historic Preservation Office. As the shingles have pigment color matching and meet historic requirements, no other matching composite shingles were found. The anticipated cost of approximately $162,390 is considered fair and reasonable based on previous usage at the facility.
The related federal contract opportunity involves repairs to water intrusion at Building 400 at the Tomah VA Medical Center. The project consists of six portions including sealing, tuck-pointing, roof replacement, painting, heat tape replacement, and gutter and cupola work. The estimated price range is $2-5 million and it is set aside for 100% service-disabled veteran-owned small businesses. The pre-bid conference is scheduled for February 2022 and bids are due in March 2022. The period of performance is 120 days from notice to proceed.
