No. RFI From COMMENT Response 1 RHI In the scope of work, Tasks 2-2 line e in states to "Insulation on sloped roofs to be sprayed up to 4.5" of spray to achieve min of R-30" Is the intent to insulate the roof system from below or above? There is nothing in the roofing plans that can show this system, or is this a miss type for this section?

The rafters are currently open and exposed from the inside, allowing them to spray from the inside. Note some areas the contractor will need to walk through CLC areas to access

2 RHI How many layers of shingles are installed on the existing roof, by type? A single layer 3 RHI What is the composition of the existing roof deck? Asphalt 4 RHI What is the board foot approximate measurement for the spray foam to be applied? Spray foam drawing with locations added also attached pictures of existing formed areas 5 RHI The specifications call out for the roofing flashing be copper. At the site visit it was discussed that the existing flashing is aluminum.

Please confirm what material is preferred.

During the bid the COR said to the group that we maybe able to change to Aluminum. THIS IS NOT THE CASE Due to Historical Requirements and longevity of the copper WE WILL STAY WITH COPPER

6 RHI Is the spray foam insulation required to be fire proofed? Yes spray has to meet NFPA (national fire protection association) standards

10 Dennis Bedell Contracting Power to job trailers who is responsible for this hook up and where can it be run from? Contractor TRAILER POWER 11 Dennis Bedell Contracting Building permits is the GC required to pull a building permit or is there a state agreement for VA projects that one is not required? And if one is needed can the cost be via change order as actual cost would not currently be known. Also if permit is required do plans need to be submitted to the state for review it has this been completed prior?

No building permit required the only permits required are for historical. The shingles are pre-approved so no pre-approval is needed from historical.

12 Dennis Bedell Contracting Lead and Asbestos testing were completed on areas to be renovated? And if so can a copy be provided for review and filing.

If not whom will be responsible for that testing?

No known hazardous material are known in the construction space. If hazardous materials are found, they will need to contact the COR. The shingles were replaced less than 10 years ago and nothing was found then. A preliminary Lead and Asbestos report is attached in the document.

Yes, the VA would like to start this project as soon as possible 14 Dennis Bedell Contracting Who is responsible for any landscaping that needs to be repaired or replaced from working being performed? PER SOW Additional requirements C: Contractor must protect buildings and grounds in contact and around from damage during their construction and or project.

I. If buildings or adjacent grounds are damaged, they will need to be repaired with like kind before project completion.

15 Dennis Bedell Contracting If there is roof decking that is damaged below roof surface can it be a change order or are we to assume replacement of all roof decking?

Yes a change order will be issued for bad roof decking

16 Dennis Bedell Contracting Brick repairs seem to be greater than 25% based on walk-thru. Do we just bid up to a 25% repair and change order at the time of overage and site verification during repairs?

Follow the SOW and change orders will be needed after the 25%

17 Dennis Bedell Contracting Lead times on certain materials are going to be a potential issue. For example EPDM rubber currently has a long lead time in excess of 6 months or more in some cases. With knowing this the 120 days to complete the project is going to be difficult because of this. Will there be an extension grated due to product availability delays on items that cannot be completed within the allotted time frame?

The Period of Performance will be extended to 200 Days. A stop work can be issued for materials and winter conditions so long as no cost to the government.

The existing downspouts appear to be lined. Yes they are lined.

If so, what material are the lined with? Pipes are lined with biaxial weave fabric and silicate based epoxy.

Will the gutter lining material adhere to the pipe lining? I would think so but this would need to be verified with manufacture of epdm material

35 Zachary Blenkinsopp Task #2-4 Remove, clean, and replace all capstone joints.

a) Remove, clean, and replace all cap joints per specifications.

Does that imply all cap blocks need to be removed or just the sealant?

Implies to all capstone joints only as the capstone repair is called out on task #1-4 "Repair all limestone caps and window limestone.

b) All limestone caps and window limestone surfaces to be sealed."

For example, is it required to have the entire building wrapped in scaffolding during the project or can we use scaffolding only during a phase of the building?

Scaffolding must meet osha and requirements, scaffolding can be phased without affecting patient safety

37 Zachary Blenkinsopp Ridge Vent for bldg. 400?

There seems to be ridge vent installed on the new addition but none of the main bldg. 400.

Is this something that needs to be installed with the new synthetic slate roofing system?

Yes per manufactures specifications, please see hip and ridge detail on product specifications instatllation sheet.

38 Zachary Blenkinsopp - Would it be possible for an extension for construction time to one year after the Notice to Proceed (currently 120 days)? The EPDM that is in the SOW will likely take 3-6 just to order and would make finishing this project in a 120 day timeframe almost impossible.

The Period of Performance will be extended to 200 Days. A stop work can be issued for materials and winter conditions so long as no cost to the government.
