About this file

The file is a General Conditions Breakout spreadsheet for a federal construction contract, detailing line-item costs for project management, site conditions, and general conditions. The spreadsheet provides a comprehensive breakdown of potential costs, including project management roles (Project Manager, Superintendent, Safety Manager), bonds and insurance, and site-specific temporary facilities and services. Each line item is currently set at $0, suggesting this is a template or placeholder document for cost allocation.

The associated federal contract opportunity is a construction project (Solicitation Number 36C24925B0002) for the Department of Veterans Affairs Tennessee Valley Healthcare System in Nashville, TN. The project involves upgrading the Apheresis-Mohs Storage Room, which includes installing three constant volume DDC VAV boxes, re-heat piping, control system connections, and associated architectural repairs. The project has a 60-calendar-day performance period, requires working outside normal hours, and mandates specific safety and coordination requirements, including obtaining VA contractor identification badges and maintaining strict infection control protocols.

GENERAL CONDITIONS BREAKOUT
When entering a line item for General Conditions costs on Schedule of Values, a breakout of the General Conditions costs must be provided. Per VAAR 852.236-88 Contract Changes-Supplement, paragraph (b)(10), the following contractual restrictions apply: Overhead and contractor’s fee percentages shall be considered to include insurance other than mentioned herein, field and office supervisors and assistants, security police, use of small tools, incidental job burdens, and general home office expenses and no separate allowance will be made therefore. Assistants to office supervisors include all clerical, stenographic and general office help. Incidental job burdens include, but are not necessarily limited to, office equipment and supplies, temporary toilets, telephone and conformance to OSHA requirements. Items such as, but not necessarily limited to, review and coordination, estimating and expediting relative to contract changes are associated with field and office supervision and are considered to be included in the contractor’s overhead and/or fee percentage.
