The specifications are dated June 20, 2025, and represent 100% construction documents prepared by Specialized Engineering Solutions under a design-build arrangement with sealed design professional credentials.
The project scope encompasses renovation and replacement of the existing pool facility to achieve code compliance and ABA accessibility, modernization of pool plumbing and associated systems, renovation of staff and patient locker rooms for ABA compliance, and replacement of the existing rooftop air handling unit (AHU) with a new exterior pad-mounted unit. The specification document includes 33 divisions covering general requirements, existing conditions, concrete, masonry, metals, carpentry, thermal protection, openings, finishes, specialties, furnishings, swimming pools, fire suppression, plumbing, HVAC, electrical, communications, earthwork, exterior improvements, and utilities. Critical contractor requirements include: development of a resource-loaded Critical Path Method (CPM) schedule with long-lead item planning before mobilization; engagement of an independent scheduling consultant holding PMI-SP certification or equivalent; security compliance with VA protocols including badging and access restrictions; maintenance of existing medical center operations during 24/7 facility functioning; adherence to normal work hours (7:00 AM–3:30 PM Monday–Friday) with coordinator approval for exceptions; phased construction with detailed work plans; warranty management including extended warranties for HVAC systems, roofs, and commissioned systems with tagging requirements; and comprehensive as-built drawing documentation. The contractor must submit comprehensive submittals including shop drawings, testing and commissioning plans, maintenance and operations manuals, and warranty certificates prior to payment authorization, with submittal reviews requiring 20 workdays minimum duration.
