Alea Barnes 202-213-4640 The Department of Veterans Affairs, Office of Construction & Facilities Management, anticipates awarding a Firm Fixed Priced contract in support of the Fort Sam Houston National Cemetery Phase 3 Expansion, Project No. 846-045, located at 1520 Harry Wurzbach Rd, San Antonio, TX 78209, as described herein.
This project will develop approximately 50 acres of land for the Phase 3 gravesite expansion at Ft Sam Houston National Cemetery, providing for an additional 10 years of full-option burial capacity. The project will include constructing burial Sections, access roads and parking lots, grading, landscaping, construction of storage buildings and other improvements to The cemetery.
This procurement is 100% set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).
The applicable North American Industry Classification System NAICS CODE: 237990 (size standard $39.5M).
The magnitude of construction cost for this project is between $50,000,000 and $100,000,000.

| New Access Road (Add/alternate 1 is defined in (2) parts): |
1. Work on City of San Antonio (COSA) property – all work including, but not limited to; demolition, paving, grading, storm sewer, restoration, etc. on COSA property to be included in add alternate 1. Property limits defined on CS-107 and CP-301. Road stationing goes from 0+00 to 8+80 on sheet CP-301. Geotechnical report found in specification appendix A1 pertains to COSA property work.
2. Work on NCA property – Work included shall be;
• Asphalt pavement section from station 8+80 to 23+00
• Curb and gutter from station 8+80 to 23+00
• Irrigation along the road from station 8+80 to 23+00. See sheet LI-106 for add alternate location information.
• Entrance gate with stone columns and ornamental fencing.
• Storm sewer structures and associated pipes included shall be FES-903, CBMH-904, CB-905, CBMH-906, CB-907, CBMH-908, and CB-909.
• Landscaping along the road from station 8+80 to 23+00. See sheet LP-104 for add alternate location information. If add/alternate 1 is not executed then the contractor shall seed all disturbed areas with native prairie grass seed mix per LP-104.
Storm structures FES-901, FES-902, FES-601, CBMH-602, CBMH-603, STMH-604, STMH-605 shall be included in base bid. Black vinyl chain link fence shall be included in base bid. If/add alternate 1 is not awarded, contractor shall still grade the area on NCA property to final grade elevations, shown on grading plans, as part of the base bid. Area where NCA property meets COSA property shall be graded per sheet CG-112 detail 2. The area where the road would have been constructed shall be graded to drain per the intent of the grading plans. Contractor shall add a minimum of (1) ditch in the area shown on sheet CG-112 to eliminate low points from ponding water. Ditches shall be 3ft (min) width at the bottom with 3:1 (max) side slopes and graded to drain. Alternate grading and ditch locations subject to approval by RE.

All work included to construct the repairs on the existing roads on the western half of cemetery property. Extents of the existing road repairs can be found on sheet CP-100. The grey hatch that is defined as “new asphalt pavement” in the legend are the existing roads included in add/alternate #2. All committal shelters, drainage improvements, and flower water station work in or near the existing road repairs shall be part of the base bid. Contractor to replace any disturbed areas in-kind as part of base bid.

INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS
(a) Hard copies of bidding documents will not be provided. The solicitation, all bidding documents, subsequent solicitation amendments, award notification, and all other solicitation related information will be posted to the website https://beta.sam.gov/ under the Contracting Opportunities section.
(b) A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for receipt of proposals, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then.
(c) The bidder to whom award is made will be required to furnish two bonds, a Payment Bond, SF 25A, and a Performance Bond, SF 25. The penal sum for each bond at the time of award shall be 100% of the original contract price IAW FAR 52.228-15. The awardee shall furnish performance & payment bonds to the Contracting officer. Copies of SFs 25 and 25A may be obtained upon application to the issuing office.
(d) An original, hard copy, executed Bid Guarantee (on form SF-24) must be mailed to the address below and received by the Contracting Officer within 5 business days of the proposal due date and time shown in Box 13a of solicitation form SF 1442 (or as subsequently amended).
(e) Volume II, TAB 2, of your proposal must contain a digital copy of your Executed Bid Guarantee (SF-24). See Section 6a of the solicitation, below.

INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS
PART I - GENERAL
1. In accordance with FAR 52.215-1(f)(4), Instructions to Offeror-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offerors initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
2. Gender: Whenever the masculine gender is used in this solicitation and contract documents, it shall be considered to include feminine.
3. The Government makes no guarantee as to the accuracy of the electronic copies of drawings.
4. Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM prior to submitting their proposal.
5. Offerors are encouraged to track this solicitation via the Contract Opportunities Section of the https://beta.sam.gov/website.
6. Amendments: Amendments to this solicitation will be posted at https://beta.sam.gov/. Paper copies of the amendments will NOT be individually mailed. Check https://beta.sam.gov/ regularly for updates. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your proposal being considered non-responsive.
7. A public bid opening will not occur under this RFP solicitation.
8. VETS 100: Title 38, USC Section 4212(d) and Public Law 105-339, requires that federal contractors report, at least annually, the number and category of veterans who are within their workforce. Submission of the VETS 4212 reporting information can be done electronically at: https://www.dol.gov/agencies/vets/programs/vets421. For procurement awards in excess of $25,000, this report must be completed and accepted prior to any Federal contract award. Therefore, all potential contractors are encouraged to file every year.
9. Required registration with contractor performance assessment reporting system (CPARS)
(a) As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all contracts that exceed $700,000, and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement, VA uses online databases located at the Contractor Performance Assessment Reporting System (CPARS) website; to include the Construction Contractor Appraisal Support System (CCASS), the Architect-Engineer Contract Administration Support System (ACASS), and the Federal Awardee Performance & Integrity Information Retrieval System (FAPPIS). This site is maintained by the Naval Sea Logistics Center. The CPARS database information is shared with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies.
(b) Each contractor whose contract award is estimated to exceed $700,000 is required to register with the CPARS database at the following web address: http://www.cpars.csd.disa.mil/accessforms/userforms.htm (Corporate Senior Contractor Representative). Help in registering can be obtained by contacting CPARS Support E-mail (webptsmh@navy.mil) or by calling (207) 438-1690. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor’s registered representative.
(c) For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and reassign the report to the VA contracting officer.
(d) Failure to have a current registration with the CPARS database, or to reassign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.

PART II – PROPOSAL INFORMATION
1. STATEMENT OF WORK
The purpose of this Phase 3 Expansion project for Ft Sam Houston National Cemetery is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Texas. Ft Sam Houston National Cemetery is in San Antonio, Texas.
This project will develop approximately 50 acres of land for the Phase 3 gravesite expansion at Ft Sam Houston National Cemetery, providing for an additional 10 years of full-option burial capacity to provide approximately 38,838 gravesites, including both casket and cremation sites in new burial sections.
This project will provide the following elements and features:

· Provide Geographic Information System (GIS) Site Integration The successful SDVOSB Offeror shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for construction of the project as defined by the Request for Proposal (RFP). The contractor shall provide Contractor Quality Control Program, Health & Safety Program, Erosion & Sediment Control Plan, permitting, commissioning, and other requirements in the plans and specifications. The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents (Storm Water Pollution Prevention Plan and Draft Commissioning Plan). The contract drawings and specifications include a deductive alternate for demolition and cleanup of the old farm buildings/site as required.
The project duration will be 810 calendar days from Notice to Proceed. Early turnover will be complete by 365 days from Notice to Proceed.

3. EVALUATION FACTOR WEIGHTINGS
Technical factors are equal in importance and sub-factors within factors are equal in importance. When combined, Technical factors are significantly more important than price.
The Contracting Officer (CO) will conduct initial price evaluations. After the technical and past performance evaluations have been completed, the CO will collaborate with the TEB. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors.
4. OFFEROR SUBMISSION INSTRUCTIONS
Submitted proposals that do not adhere to the following instructions may be deemed unacceptable and ineligible for an award.
1. Proposals will be submitted in two separate files/volumes.
a. Volume I shall be the Technical Proposal and shall include the offeror’s responses to Evaluation Factors 1, 2, 3, and 4 as well as their sub-factors (maximum 67 pages). See Solicitation Section 6 - VOLUME I – TECHNICAL PROPOSAL for Technical Proposal Formatting instructions; and
b. Volume II shall be the Price Proposal and shall include the offeror’s responses to Evaluation Factor 5 as well as a bid guarantee. See Solicitation Section 7 - VOLUME II – PRICE PROPOSAL for Price Proposal Formatting instructions (maximum 30 pages)
2. Method of Submission
a. Email: Proposals must be submitted via email.
i. Emailed proposals shall be sent to the Contracting Officer at Alea.Barnes@va.gov.
ii. Emailed files must be no larger than 40MB each.
1. If the file size is greater than 40MB, separate document into multiple files and label files logically & sequentially, for example Volume 1-part 1, Volume 1-part 2, etc.
2. NOTE: While 40MB is the maximum message size, things like encryption can add overhead to a message and increase its size, so there are times when a message may need to be under 40MB to be sent successfully to account for this overhead. Also, ensure no special characters (#@$!&^*+) or slashes (/, \) in the document title.
b. Offerors shall email the following documents to the Contracting Officer by the due date and time shown in Box 13a of solicitation form SF 1442 (or as subsequently amended):
i. one (1) copy of their Technical Proposal (Volume I),
ii. one (1) copy of their Price Proposal (Volume II).

5. DEFINITIONS
Recent: Recent experience refers to construction project/contract work experience performed in the last five (5) years (between 2016 to 2021). Projects may be completed or “well underway”. A "well underway" construction project is 50-percent complete at time of proposal submission. Based upon these criteria, past performance & experience will be assigned a rating of Recent or Not Recent.
Relevant: Relevant experience is defined as construction projects of a similar size and comparable level of complexity to this cemetery project. Relevant size & complexity aspects include:
· Very Relevant
· VA/NCA National Cemetery projects & State/local/private cemetery projects exceeding $10M in construction costs
· Relevant
· Projects exceeding $10M in construction costs, requiring the construction of multiple features typical to a National Cemetery such as pre-placed crypts, columbarium niches, memorial walls, cast or natural stone columbarium caps, cast or natural stone veneers, turf (sod) placement and maintenance, tree and shrub placement and maintenance, irrigation systems with mainlines exceeding 4-inch in diameter, irrigation central control systems, roadways, wetlands/environmental remediation or restoration.
· Somewhat Relevant
· VA/NCA National Cemetery projects & State/local/private cemetery projects exceeding $5M in construction costs
· Projects exceeding $10M in construction costs, including building construction, building remodel, golf courses, regional parks, multiple sport-fields complexes, or multi-phased recreation-oriented land development projects larger than 10 acres.

· Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Strength: An aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Significant Weakness: A “significant weakness” in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.
Deficiency: A material failure of a proposal to meet a Government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
6. VOLUME I - TECHNICAL PROPOSAL
Technical qualifications evaluation factor consists of: (1) Past Performance, (2) Relevant Experience, (3) Technical Approach, and (4) Construction/Project Management.
a. FACTOR 1 - PAST PERFORMANCE Past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. It considers each offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements.
Each Offeror shall provide three (3) project summaries for recent and relevant projects on which the offeror’s firm was the prime contractor, joint venture partner, or a major subcontractor. For each project selected, Offerors shall provide the following information, not to exceed two (2) pages for each project (total page limit – 6 pages):
1. Project name & Contract Number
2. Project location (city & state)
3. Detailed description of the overall project & work scope,
4. Contract award and completion date (if not complete, provide target completion date).
5. Describe your project’s relevance to this National Cemetery project.
6. Provide the name of organization that issued your contract
7. Provide an Owner point of contact (POC) that includes:
i. Name & Title,
ii. Current email address,
iii. Current phone number,
8. Provide a completed Past Performance Questionnaire or PPQ (see below)
OR
9. Provide information regarding completed CPARS evaluations (see below)
Past Performance Questionnaires (no page limit):
The Offeror shall initiate Past Performance Questionnaires, or PPQs, by completing blocks 1 through 7 on the form (see Attachment 1). The Offeror shall request that the owner’s representative most knowledgeable of the project complete block 8 on the form and email the PPQs directly to the Contracting Officer identified on the form no later than the proposal due date/time identified on Page 1, block 13 of form SF 1442.
In case PPQs are not received by the Contracting Officer prior to the proposal submission due date, the Offeror shall clearly identify all owner references to whom PPQs were sent.
Offerors are responsible for ensuring that the contact information provided for the owner’s representative indicated for each relevant project is accurate and that the representative is aware that the Contracting Officer may be contacting them regarding the questionnaire and the Offeror’s past performance. If completed PPQs are not received timely by the Contracting Officer from the owner’s representative, the Government reserves the right to disregard them, contact the references directly, or obtain the requested information from any other sources.
CPARS (no page limit):
For each of the three (3) projects identified above, if CPARS evaluations are available, the Offeror shall clearly identify which projects have interim and final CPARS past performance evaluations.
Using CPARS, the Government will attempt to locate & download the identified CPARS assessments for review and analysis.
Note: Multi-division or regionalized firms should submit projects performed by the division/business segment that would, if selected, perform the construction on this contract. Projects performed by other divisions/business segments may be submitted but may be considered less relevant than projects performed by the local division/business segment proposing on this project.
At the government's discretion, past performance information may be obtained from any other sources available to the Government including but not limited to interviews with Project Managers, Contracting Officers, other VA personnel, local agencies and other outside sources.
The evaluation team will assign one overall rating to the Past Performance factor for each Offeror. The evaluation team will assign an adjectival rating based on the information provided by the references and any other sources. In the case of an Offeror without a record of past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. However, the proposal of an Offeror with no past performance history, while rated neutral in past performance, may not represent the most advantageous proposal to the Government.
b. FACTOR 2 – RELEVANT EXPERIENCE Sub-Factor 2.1, Relevant Team Experience Sub-factor 2.1 evaluates the Offeror, core team members and major subcontractor’s relevant project experience. Does the Offeror have the right team of experienced major subcontractors to successfully deliver the project on-time and within budget? The evaluation will focus on the relevant experience of the Offeror , core team members, and major subcontractors’ specific experience constructing major features typical of a national cemetery including but not limited to the following:
• pre-placed crypts
• in ground cremains
• memorial walls
• maintenance complex
• committal shelters
• mass and fine grading
• wetlands mitigation
• storm water management
• public assembly area with main flagpole
• roadways
• utility systems
• landscaping and irrigation
• physical security including access control
• intrusion detection
• video surveillance
• site furnishings
• signage
• geographic information system (GIS) site integration
Offerors shall complete and submit summaries for three (3) recent and relevant projects.
Offerors shall summarize the following information not to exceed two (2) pages for each project. (Total page limit – 6):
• Describe the project in detail and highlight relevance of the project to the Fort Sam Houston Phase 3 project.
• Describe the project team composition (construction firms involved)
• Detail the project team (major partners & subcontractors involved that you intend to use again on this cemetery project) and explain each firm’s role on the project
• Describe the project pricing and schedule performance & include explanations for any price and/or time growth experienced
• Include the project’s safety record (i.e. number of lost time accidents/days)
• Describe how sustainable design principles were incorporated into the project; indicate to what extent environmental program goals (e.g., Energy Star, Leadership in Energy and Environmental Design) were achieved.
i. Sub-Factor 2.2, Key Personnel Sub-factor 2.2 evaluates the relevant experience of the Offeror's key personnel. Does the Offeror have the right key personnel in-place to ensure a successful and timely delivery of the project? Offerors shall provide resumes for each key person identified below including their relevant experience for being assigned to this project. Resume should describe work experience in sufficient detail to demonstrate its relevance to the evaluator. Resume should also show how many years the person occupied each position. (Total page limit 18, max 3 pages per resume’)
1. Project Executive Minimum Qualifications:
0. 20 years of experience managing construction work of a similar size & complexity to this solicitation.
0. Bachelor’s degree. (Higher rating may be given for Bachelor’s Degree in Engineering, Construction, Architecture, Landscape Architecture or related field.
2. Project Manager Minimum Qualifications:
· 10 years of experience leading on-site construction projects of a similar size & complexity to this solicitation. (Higher rating may be given for more than 15 years of experience leading on-site construction projects of a similar size & complexity to this solicitation.)
· Bachelor’s degree in Engineering, Construction, Architecture, Landscape Architecture, or a related field
· Must meet Health & Safety qualifications in the solicitation specifications for key personnel.
3. Construction Superintendent Minimum Qualifications:
0. 10 years of field superintendent experience and on-site management leading construction work of a similar size & complexity to this solicitation. (Higher rating may be given for more than 15 years of field superintendent experience leading on-site management of construction work of a similar size and complexity to this solicitation.
0. Must meet Health & Safety qualifications in the solicitation specifications for key personnel. All employees of general contractor or subcontractors having supervisory responsibilities shall have the 10-hour OSHA certified Construction Safety course and/or other relevant competency training.
4. Quality Control Officer/Contractor Quality Control (CQC) System Manager:
CQC System Manager is an individual within the onsite work organization that is responsible for overall management of CQC and has the authority to act in all CQC matters for the Contractor.
Minimum Qualifications:
0. The CQC system Manager is required to have a Bachelor’s degree in engineering, construction management, or related field and;
0. Have a minimum of 5 years construction experience and 2 years quality control experience on construction similar to the scope of this solicitation;
0. Designate an Alternate Quality Control Manager and Quality Control personnel (various disciplines).
0. Must meet the Quality Control and Health & Safety qualifications specified in the solicitation specifications as key personnel. All employees of general contractor or subcontractors having supervisory responsibilities shall have the 10-hour OSHA certified Construction Safety course and/or other relevant competency training.
5. Safety Officer The designated Prime Contractor Safety Officer must meet the requirements of all applicable OSHA standards and be capable (through training, experience, and qualifications) of ensuring that the requirements of 29 CFR 1926.16 and other appropriate Federal, State and local requirements are met for the project.
Minimum Qualifications:
· Provide evidence (course completion certificate) that candidate has completed the OSHA 30-hour Construction Safety class within the last 5 years
· Demonstrate that candidate has the following;
· five (5) years of construction industry safety experience or;
· three (3) years of construction industry safety experience if he/she possesses a Certified Safety Professional (CSP) or certified Construction Safety and Health Technician (CSHT) certification or have a safety and health degree from an accredited university or college.
· Must meet the Health & Safety qualifications specified in the solicitation specifications.
6. Independent CPM Consultant To fulfill all of the requirements of this specification section, the Contractor shall engage an independent CPM consultant who is skilled in the time and cost application of scheduling using (PDM) network techniques for similar sized construction projects. Provide a brief narrative that describes up to five (5) prior construction projects for which the proposed consultant has performed complete project scheduling services Minimum Qualifications:
· Resume should contain sufficient information to show that the proposed consultant has the qualifications to meet the requirements specified in section 01 32 16.13 NETWORK ANALYSIS SCHEDULES – MAJOR PROJECTS of the solicitation specifications.

7. LEED/Commissioning Coordinator Provide resume of LEED/Commissioning coordinator to work with the project’s Commissioning Agent and LEED design consultant and be the contractor’s dedicated Commissioning Team lead.

c. FACTOR 3 - TECHNICAL APPROACH This factor will be used to determine if the Offeror fully understands the project requirements, complexities, and constraints under which the work will be performed and has developed an acceptable strategy for managing and constructing the project within the given parameters. The Offeror shall demonstrate their ability to manage the project proactively, schedule and satisfactorily complete the construction, manage project quality control and safety, incorporate procedures and plans for managing subcontractor performance, incorporate innovative techniques and practices, prioritize and address activities, respond to emergency situations/requirements, and identify any assumptions, deviations, or exceptions to the RFP. (Total page limit – 20) The technical approach must clearly indicate how the Offeror would proceed if awarded this project contract. The Offeror must provide a detailed description of how the proposed approach will enable the project to be constructed within time and budget, with minimal interference to existing cemetery operations and visitors during and following Early Turnover and restroom expansion construction and to the highest quality standards worthy of national shrine stature. The Offeror shall demonstrate his capabilities to use various tools, processes, techniques, personnel, and sub-contractors to successfully manage and deliver this project and describe the following:
· Understanding of the project, work requirements and anticipated challenges (construction)
· Description of critical construction materials & techniques to ensure timely delivery and installation
· Understanding of local conditions such as availability of materials, labor, potential impacts due to weather
· Working in an operational cemetery,
· Coordination of temporary and permanent utility services.

d. FACTOR 4 – CONSTRUCTION/PROJECT MANAGEMENT:
The Offeror shall demonstrate its ability to manage a project of this magnitude and complexity. The Offeror shall describe its management capabilities and demonstrate that it has the necessary organization, experience, accounting, operational controls, and technical skills (including, as appropriate, such elements as budget and schedule control procedures, quality control measures, and safety programs applicable to materials to be procured and stored or services to be performed by the prospective contractor employees and its subcontractors) to design and build a National Cemetery.
Sub-Factor 4.1, Project Organizational Chart and Narrative:
The Offeror shall provide an Organization Chart and supporting narrative which includes the Offeror’s key personnel as well as major sub-contractors and their key personnel. Offeror shall demonstrate its ability to manage a project of this magnitude and that it has the necessary organization, experience, accounting, operational controls, and technical skills to build a National Cemetery. Clearly describe the prime responsible firm and key personnel as well as the roles and responsibilities of major sub-contractors including Crypt supply and placement, Irrigation System installation, Earthwork subcontractor and Columbarium Niche unit supplier and masonry subcontractor.
