I. EXECUTIVE SUMMARY

The VA Hines located 5000 5th Ave, Hines, IL 60141 has identified a desire to construct an outdoor sports court for the benefit of their Spinal Cord Injury (SCI) inpatients on extended stays. The court is to be capable of being used for multiple sports including

Boccia Ball, Basketball, Pickleball and Shuffleboard.

II. DESIGN NARRATIVES

1. Civil Engineering

Applicable Codes

The project disturbed area is less than 1 acre (approx. 12,000 sft) and therefore does not need coverage under the National Pollutant Discharge Elimination System (NPDES).

Existing Conditions:

The project is in a mulched area between Buildings 1 and 221. The area was previously used as an outdoor playground, after the playground was removed the area was covered in 1-2 feet of mulch. There are 3 storm structures present in the grassy area, 2 of which are buried in mulch and debris. The area slopes northward onto the parking lot where additional storm inlets collect the runoff.

New Work:

The proposed site layout was developed based on the modified layout in the SOW. These plans were presented at the second kickoff meeting so that the A/E could review the layout requested with the VA personnel while on campus. Based on VA feedback during this meeting, the current 60% submission contains the approved configuration of how the recreational area can be laid out on the site.

The proposed plan will locate the multisport court in the mulched area taking most of the width between building 1 and the building 221. The court areas will be enclosed in a fence.

The fence will have a height of 12 feet along the northern portion of the fenced enclosure and then have a height of 8 feet along the western portion of the fenced enclosure. The fenced area will be accessible through 2 gates, one at the NE corner and one at the SE corner. Discussions with the VA indicated that they would like to have additional buffer areas around the playing areas. The VA personnel present at the meeting indicated that the patients using the site would require shade to control their body temperature. A shade structure has been included in the design. Three awing designs were submitted to the VA and a six-post dual panel option was selected. It will be located over the Shuffleboard and Boccia Ball areas.

A wall-mounted bottle filling station will be added to the north side of building 221. It will be supplied from an existing restroom located inside the north side of building 221.

A free-standing 10’ x 10’ storage structure will be added to the southwest corner of the fenced enclosure. The storage structure will have a translucent roof panel to illuminate the interior and shelving on two of the interior walls.

In addition to the shade structure, a new structural canopy is to be installed over the existing accessibility ramp leading into building 221, located at the southwest corner of the site. This canopy will consist of a roof structure to protect the ramp from falling debris from building 1.

It will be supported with steel, galvanized columns. The eastern columns will be mounted to the top of the existing retaining walls while the western columns will have new structural foundations. The roof will slope from the east edge to the west edge with the east edge being above the adjacent edge of building 221 to allow for natural light into the area. Stormwater will be directed to a gutter along the western edge which will direct stormwater, via a downspout, to the existing site stormwater system. The existing ground mounted handrail on the ramp will be replaced with a handrail mounted to the new canopy supports and/or the top of the existing retaining wall.

Stormwater will be managed with a rain garden and an underground detention system. The site layout is separated into two sections, with a long rectangular rain garden between them.

This will collect runoff and direct it to the underground detention system. The existing storm infrastructure on the site will need to be removed due to its proximity to playing areas of the courts. All stormwater, existing and proposed, will be routed north to existing inlets.

Phasing:

The project is located in a non-critical area for the hospital routine and may be completed in one phase. Contractor shall coordinate any activities that may disrupt hospital activities with the VA prior to beginning work.

2. Structural Engineering

Design codes:

• IBC 2021 - "International Building Code"

• ASCE 7-22

• ACI Standard 318-19, "Building Code Requirements for Structural Concrete", American

Concrete Institute

• AISC Steel Construction manual, 15th edition

• Significant variations from the above in local building codes shall be brought to the attention of the structural engineer, for approved substitution prior to their use in the structural design.

Structural loading criteria:

Roof live loads shall be based on geographical location and local governing building code requirements; however, they shall not be less than 20 psf. Where the roof elevations of the structures vary, snow drift loads will be considered.

The snow, wind and seismic loads will be based on the following criteria:

o Snow Load Design Data:

▪ Ground Snow Load, pg = 54 psf

▪ Low-slope Roof Snow Load, pf = 20 psf

▪ Snow Exposure Factor, Ce = .9

▪ Thermal Factor, Ct = 1.2

▪ Snow Load Importance Factor, Is = 1.0 o Wind Load Design Data

▪ Basic Wind Speed (3-second gust), V = 107 mph

▪ Wind Exposure = B o Seismic Load Design Data:

▪ Short Period Spectral Response, Ss = 0.16g

▪ 1-Second Spectral Response, S1 = 0.07g

▪ Seismic Importance Factor, I = 1.0

▪ Occupancy Category = II

▪ Seismic Design Category = B

▪ Site Classification = D (assumed)

▪ Short Period Spectral Response Coefficient, Sds = 0.13

▪ 1-second Spectral Response Coefficient, Sd1 = 0.10

▪ Basic Structural System / Seismic Resisting System: Steel systems not specifically designed for seismic resistance, excluding cantilever column systems

▪ Analysis Procedure Utilized = Equivalent Lateral Force Procedure

▪ Response Modification Coefficient, R = 3

Structural narrative:

Two new canopies will be constructed as part of this project. The first canopy will be a prefabricated fabric canopy installed over the new recreation courts. Drilled pier foundations will be used to support this canopy. The second canopy will be a steel framed structure located between buildings 1 and 221 over the existing ramp and stairway that leads to the entrance of building 221. The roof of the canopy will consist of 1 ½” metal deck supported by steel framing structural members. Wide-Flange steel columns will carry the load down to the foundations. Half of the columns will be supported by new drilled pier foundations, while the other half will be supported by the existing 12” concrete ramp wall. Lateral loads for the structure will be resisted by a moment frame system and moment frame connections to the columns.
