About this file
The document is an Official Bid Price Sheet for a production services contract issued by Arkansas PBS through the Department of Transformation and Shared Services, Office of State Procurement. The solicitation seeks a producer and film production controller to create a 13-episode, 22-minute children's television series with a comprehensive 61-day film production schedule, including 42 days of filming in central Arkansas and 16 days across four additional states (Washington, Louisiana, Arizona, and Pennsylvania). The bid response is due by May 14, 2025, at 10:00 a.m. Central Time through the ARBuy eProcurement system, with the contract anticipated to start on July 1, 2025, for an initial one-year term with potential renewals for up to six additional consecutive years.
The pricing sheet details extensive production costs across multiple categories, including personnel rates, equipment rentals, production items, craft services, catering, and travel expenses for cast and crew. The solicitation requires contractors to demonstrate at least five years of experience in national broadcast productions, with proven work on feature-length film or television series projects featuring budgets of $2,000,000 or more. The contract includes performance standards with potential damages for non-compliance, such as $100 for missed pre-production meetings and $500 for incomplete set-up and testing. Contractors must provide mandatory certifications and comprehensive documentation, including proof of producer credentials, production budgets, and performance history, with a full production infrastructure encompassing professional-grade camera and lighting equipment, crew management, and complex logistical coordination across multiple filming locations.
