About this file

This document is a Questions and Answers (Q&A) file for Invitation for Bid (IFB) S000000421 for Video Production Services by Arkansas PBS, a state government agency. The Q&A provides critical details about a scripted children's television series production, including confirmation that the series will be a fictional narrative combining elements similar to "Mystery League" and "Odd Squad", with approximately 4 scenes per episode. The production will involve filming in Arkansas and four out-of-state locations (Puget Sound, Phoenix, New Orleans, and Pittsburgh), with a built museum set in the Arkansas PBS studio. Arkansas PBS will provide scripts during the first week of pre-production and handle background casting through a separate contract.

The Q&A clarifies key production responsibilities, indicating that Arkansas PBS will provide executive leadership (Executive Producer, Producer, Director, Head Writer) while the contractor will manage most production elements. The series will be non-union, with the contractor responsible for managing child actor compliance, guardianship, and on-set requirements. Travel expenses for four weeks of out-of-state filming will be covered by the production company, including costs for three main child actors, their guardians, and McNally. Post-production services are not required, and Arkansas PBS will provide telecommunication walkies, with the contractor expected to source all other production equipment and resources as specified in Section 2.5 of the IFB.
