About this file

This document is the Official Solicitation Price Sheet for RFP #S000000251 issued by the Arkansas Department of Finance and Administration (DFA) for AIRS Maintenance and Support services. The RFP seeks proposals for providing maintenance and support services for the AIRS system, including development, transition, and optional services. The price sheet provides a structured approach for proposing the costs associated with delivering the required services over an initial 3-year contract term, with four optional 1-year renewals. Prospective contractors must complete all required worksheets detailing hourly labor rates, transition costs, and any recommended optional services. Pricing must be inclusive of all costs, and the contractor must provide assumptions underlying their pricing. The resulting contract will involve services for the State of Arkansas as well as Pulasky County and the City of Little Rock.

The price sheet requires detailed pricing information across various service categories and years. Contractors must propose fully loaded hourly rates for key personnel such as project managers, developers, and architects. The price sheet also includes a transition phase with a fixed cost, as well as optional services that will not be included in the cost evaluation. Prospective contractors must ensure the integrity of the cost workbook and provide clear assumptions to support their pricing approach.

RFP #: S000000251
Official Solicitation Price Sheet
Introduction
This workbook provides a structured approach for proposing the costs associated with delivering the required services. The Prospective Contractor shall fill out all applicable worksheets and cells as described in the workbook and individual worksheet instructions. This workbook is the formal cost proposal for the Prospective Contractor's Proposal. The Prospective Contractor warrants that all costs associated with the services as requested in this RFP are included in this workbook. Failure to adequately represent all costs as requested in this RFP may be grounds for Proposal disqualification at the sole discretion of DFA.

Where costs are requested on an annual basis, the year refers to the appropriate year of the Contract (i.e. Year 1 refers to the first year of the Contract rather than calendar or Federal fiscal year). Prospective Contractors shall complete the cost proposal with the expected cost rate based on the anticipated Contract start date as stated in the RFP. However, should the Contract start date shift for any reason, DFA expects Prospective Contractors to honor the costs as stated in their cost proposal.

This workbook contains cost information required for submission of a Proposal for theAIRS Maintenance and Support in this RFP. The worksheets within this workbook are listed below. All worksheets must be completed. Any Proposals that do not provide complete cost information may be excluded from the competitive field.

> Cells requiring Prospective Contractor data entry are highlighted in light-green to clearly indicate which cells are available for data entry.

> Cells that contain titles and formulas are marked in dark blue and gray highlight.

> Cells that are not applicable are marked in black highlight.

> Do NOT add, edit or adjust cells unless specifically requested to do so.

> It is the Prospective Contractor's responsibility to validate the integrity of the Cost Workbook formulas and links.

5. Cost Assumptions

State of Arkansas Department of Finance and Administration
AIRS Maintenance and Support
RFP #: S000000251
Official Solicitation Price Sheet
Cost Assumptions
The Prospective Contractor shall state all assumptions upon which its pricing is being determined. Assumptions must not conflict with the Terms and Conditions or Mandatory Requirements of this RFP, and must not change the requested scope of the RFP as described. Assumptions that conflict with the requested products/services, mandatory requirements, Terms and Conditions or other language of the RFP or its supporting documents shall be invalid and shall be interpreted in favor of the RFP language. DFA OCSE may disqualify the Proposal if, in its discretion, it determines that assumptions stated here cause the Proposal to inaccurately represent the costs for scope described in the Prospective Contractor's Proposal, or meet the needs as described in this RFP. The Prospective Contractor shall provide a clear understanding to DFA OCSE of the cost impact to DFA OCSE if any assumption is determined to be invalid; DFA OCSE may use these values in consideration of the cost proposal.

Instructions: Complete the Table below using as many rows as needed. Clearly describe the location of references to the RFP and/or Proposal, description of the assumption, rationale for the need of the assumption, and the cost impact to DFA OCSE should the assumption be invalid. Insert additional rows as needed.
