Re: Notice of Competitive Range

The State of Oregon, acting by and through its Department of Administrative Services, Procurement Services (“DAS”), received 3 responsive proposals to its Request for Proposal.

Initial evaluation and scoring is complete. DAS has compiled the scores for Round 1, the Proposers and their ranking is as follows:

ScoreRank
Lumen Technologies911.801st
Granite Telecommunications814.802nd
Kyndryl, Inc.569.003rd

Per Section 4.13.1 of the RFP, Ranking of Proposers, at the conclusion of Round 1, DAS will select a Competitive Range to indicate the Proposers that will be invited to participate in Round 2. The Competitive Range after the initial round may include all or some (based primarily on a natural break in the distribution of scores), of the Proposers from the initial round provided the Proposer has scored at least 750 points. DAS determined the Proposers with the 2 highest ranked Proposals will move on to Round 2.

Competitive Range Protest, the SPC must receive any protest on or before October 25, 2022 by 1:00 PM PT.

DAS will post an addendum and notify each of the Proposers in the Competitive Range about the next steps in the Evaluation.
