About this file

This document is a question and answer (Q&A) sheet related to a Request for Proposal (RFP) issued by the State of Oregon for Telephony GAP Resources and Materials (TELEGRAM) and Related Services, Opportunity S-DASOBO-00003881. The State is seeking proposals for a range of telephony services, including basic exchange services (POTS, ISDN PRI, ISDN BRI), directory listing services, emergency services (911, PS ALI, PSAP equipment), and state-specific Service Level Agreements (SLAs). The State has 600+ locations, and the service area and offering will determine the number of locations required. The State will negotiate a Master Services Agreement prior to any service delivery, and individual agencies will generate service work orders as needed. Vendors are instructed to submit any exceptions or redlines to the contract terms and conditions using track changes in a Word document.

The pricing terms, set-asides, and funding details are not provided in this Q&A document. The State does not have information on upcoming network optimization projects or the average installation intervals for different service types. The contract will be available to all state agencies, boards, and commissions, but not to counties, cities, or other political subdivisions of the State of Oregon.

Sheet1 Telephony GAP Resources and Materials (TELEGRAM) and Related Services Opportunity S-DASOBO-00003881 Questions and Answers

#RFP SectionSubjectQuestionAnswer
1Basic exchange services, including: POTS – 1 FB; ISDN PRI; and ISDN BRI.Q: Do we need to perform cross connects, demarc extensions? Any labor union concerns?Yes, the State would like the contractor to perform cross connects and potentially extend service to the Point of Presence. Contractor must comply with all federal and state laws in the State of Oregon. Depending upon the nature of the specific service, that may include labor laws including prevailing wage.Request DOJ answer additional question.
2Directory listing services.Q: Online and/or print? The State may require online and print directory listings. A successful proposer would need to coordinate with publishers accurately.
3Emergency services, including: 911-Basic; 911- Enhanced; PS ALI Services; and PSAP equipment and maQ: Are you asking for PSAP services such as NextGen911 Statewide? VoIP building locations, eg Red Sky, Cisco CER? Emergency Services equipment meaning dispatch consoles, radios, etc?The State is interested in services designed to support Legacy Equipment related to serving PSAPs.
4SLAsQ: Industry Standard or State Specific?State Specific
5SLAsQ: Can all branches of State of Oregon participate? Counties? Cities? Special Districts? All state agencies, boards and commissions can participate. The Master Services Agreements resulting from this solicitation will not be available to Counties, Cities or other political subdivisions of the State of Oregon. See Amendment #1.
6LocationsWhat is the estimated # of locationsTo be determined based on service area, and service offering. The state has 600+ locations, it is possible for a service to range from 1 location to all locations.
7Order EntryWhat is your expectation for an Order Entry interval, from the time of receipt to Sakon...to the point of authorization/approval?To be determined during negotiations.
8Order ProcessHow many vendors do you typically engage for ordering each month?Unknown.
9Orders (Work Authorization)Are signatures and individual contracts required for the majority of your orders? If so, will the order requests come before or after the contract is signed by the first party (Kyndrl)?A Master Services Agreement will be negotiated and signed prior to any service delivery. Each agency will engage with the contractor to purchase services, and individual service work orders will be generated and signed by the contractor and purchasing agency/board/commission prior to service delivery.
10Orders (Work AuthorizationDo you know the average "age" of orders (installation interval) by service type? i.e. do orders typically take 30 days, 60 days or longer to install....for each service type (Internet, Voice Lines, etc.)No.
11Additional Considerations (Project)Do you have any awareness of an upcoming network augmentation/optimization projects that we would need to take into consideration? No.
12Exceptions SubmittalsHow would the State of Oregon like vendors to submit exceptions to their agreement terms and conditions/negotiated points? I believe the RFP suggests redlines to the form, but any additional insight they have is helpful. In other bids, we’ve created tables of negotiated items/proposed language in response to State concepts (not necessarily in OR)- that may be a good approach here.Submit any redlines/exceptions to terms and conditions on the actual Contract in Word using track changes and utilizing comments. You may include an additional document that lists those items as well for a cross comparison tool.
