About this file
This is an Invitation to Bid (ITB) S-10000-00012052 issued by the Oregon Department of Human Services, Central & Shared Services, for mobile office van modifications. The ITB seeks to modify six RAM ProMaster cargo vans into mobile offices for use across multiple Agency districts, specifically for the Office of Aging and People with Disabilities (APD), Self Sufficiency Programs (SSP), and Child Welfare (CW) in districts 6, 11, 12, 13, 14, and 15. The primary goal is to assist rural Oregonians in applying for Agency benefits and services. The solicitation was issued on April 24, 2025, with bids due on May 8, 2025, at 3:00 PM Pacific Time. The Agency anticipates awarding multiple contracts, with each bidder submitting an itemized budget for van modification features, and districts selecting specific modifications based on their needs and budget. The initial contract term is up to 6 months, with an option to renew for up to 1 year.
The bidding process will be conducted on a per-van basis, with the lowest-cost bidder for each district's specific van modification package potentially being awarded a contract. Bidders must have at least 5 years of experience in vehicle modification services and provide three references from similar projects performed within the last five years. The Agency will evaluate bids using a pass/fail methodology, considering responsiveness, responsibility, references, and minimum qualifications. Additional considerations include reciprocal preferences for in-state bidders, potential use of recycled materials, and compliance with pay equity and non-discrimination requirements. Bidders must submit various forms, including a bid cover sheet, price sheet, reference check form, responsibility inquiry, and a certified disadvantaged business outreach plan. The mandatory pre-bid conference will be held virtually via Microsoft Teams on April 30, 2025, at 3:00 PM Pacific Time.
