HCPS is offering respondents four proposal structure options: self-funded Administrative Services Only (ASO) with pharmacy carved in or out, or self-funded Third-Party Administrator (TPA) with pharmacy carved in or out. Proposers intending to submit proposals for carved-in pharmacy options (options 1 and 3) must complete pre-qualification requirements. Respondents must complete required attachments including the Medical/Rx Read Me First & RFP Instructions and Rx Minimum Requirements, submitting Rx-only pre-qualification documentation to contractsupport@hcps.net by November 11, 2025, at 5:00 PM EST. All vendors must have a current vendor application on file with VendorLink and comply with federal certifications and Appendix II to 2 CFR Part 200. Minimum requirements for pharmacy benefit management vendors include at least five years of experience in Florida, registration with the Florida Office of Insurance Regulation, and network accessibility of 95 percent or greater. The primary objective is claims cost mitigation, with HCPS historically paying approximately 91 percent of medical premiums. All solicitations and supporting documents are posted on VendorLink, and interested parties must monitor this platform for updates and addenda. Failure to file a protest within the time prescribed in Florida Statutes Section 120.57(3) constitutes a waiver of proceedings under Chapter 120, Florida Statutes.
