About this file
This document is a Prescription Drug Minimum Qualifications spreadsheet for the Hillsborough County Public Schools (HCPS) Prescription Drug Program in Florida. The Intent to Negotiate (ITN) seeks a pharmacy benefit management services provider for approximately 24,328 eligible employees, with 19,121 currently enrolled, effective January 1, 2027. HCPS is transitioning from a fully insured Aetna plan to a self-funded model in 2026, offering respondents four potential response structures: self-funded ASO or TPA options with pharmacy benefits either carved in or carved out.
The minimum qualifications for proposers include having at least five years of pharmacy benefit management experience in Florida, registration with the Florida Office of Insurance Regulation, authorization to conduct business in Florida, a minimum of 500,000 commercial covered lives, at least three government/public entity employer groups with 20,000+ covered lives each, and network accessibility of 95% or more. Insurance rating requirements include specific A.M. Best, Standard & Poor's, Fitch, and Moody's ratings, with alternative criteria for unrated companies. The primary goal of the solicitation is to help the district achieve claims cost mitigation through a comprehensive pharmacy benefit management solution.
