About this file

This is a Competitive Solicitation Announcement from Hillsborough County Public Schools (HCPS) in Tampa, Florida, for medical benefits and pharmacy services. HCPS seeks proposals for comprehensive medical coverage, including behavioral health and prescription drug services, for approximately 24,328 eligible employees, with current enrollment of 19,121 participants as of August 2025. The covered population includes active employees under age 65, retirees, Medicare-eligible retirees, COBRA participants, and surviving spouses. HCPS is offering respondents four flexible proposal structures: self-funded Administrative Services Only (ASO) with pharmacy carved in or out, or self-funded Third-Party Administrator (TPA) with pharmacy carved in or out. Proposers intending to submit ASO or TPA options with pharmacy carved in must be pre-qualified. The last day for submitting technical questions is November 20, 2025, at 12:00 PM, with proposals due December 12, 2025, at 12:00 PM through VendorLink. The contract is effective January 1, 2027, and represents HCPS's transition from a fully insured Aetna model through December 31, 2025, to a self-funded program under Aetna beginning January 1, 2026, with three new medical plans implemented in 2026.

Pre-qualified pharmacy benefit management vendors must have a minimum of five years of experience in Florida, be registered with the Florida Office of Insurance Regulation, and maintain network accessibility of 95% or more. Vendors must complete vendor registration through VendorLink, federal certifications, and comply with Appendix II to 2 CFR Part 200 for federally funded procurement standards. HCPS currently pays approximately 91% of medical premiums, with the incumbent Aon Consulting receiving $3.62 per employee per month in medical commissions, capped at $825,000 annually. The primary procurement objective is claims cost mitigation. All required documents must be submitted through VendorLink, and HCPS reserves the right to post additional information and updates through this platform throughout the solicitation process.
