About this file

This document is a Project Initiation Form (PIF) from the Greater Orlando Aviation Authority (GOAA) for the Orlando Executive Airport's Runway 7-25 Rehabilitation project. The project involves selecting a design consultant for comprehensive runway rehabilitation, including milling and overlaying Runway 7-25, its blast pads, and connecting taxiways within the runway safety area. The scope includes improvements to meet FAA standards for runway geometry, drainage, marking, lighting, and signage. The estimated budget is $32 million, with the primary goal of extending the runway's service life by 20 years. The project will follow a design-bid-build procurement method, with bids due on May 6, 2025, at 2:00 PM Eastern, and a mandatory pre-bid conference scheduled for April 15, 2025, at 3:00 PM.

The project is funded through O&M budget code 716 and requires specification assistance, OAR (Owner's Authorized Representative), and a project manager. It includes a Disadvantaged Business Enterprise (DBE) participation goal of 10% of the total bid price. The engineer's estimated construction cost ranges from $7,083,000 for the base bid to $22,055,000 with alternate scopes. Federal funding necessitates compliance with various regulations, including Buy American provisions, Davis-Bacon wage rates, and Equal Employment Opportunity guidelines. Contractors must provide comprehensive insurance coverage, demonstrate experience with similar airfield projects, and submit a bid security of 10% of the total bid price. The project is anticipated to be completed in three phases over 290 consecutive calendar days, with careful consideration to minimize interference with airport operations.
