About this file
This is an Invitation for Bids (IFB) issued by the Greater Orlando Aviation Authority for the Runway 7-25 Rehabilitation and Related Work at Orlando Executive Airport (Project BP-00050). The project involves comprehensive runway rehabilitation, including milling and overlaying the runway, blast pads, and connecting taxiways within the safety area. Specific scope elements include pavement geometric modifications, safety area improvements to meet FAA standards, and rehabilitation of the existing runway lighting system, markings, and signage. The bid includes multiple schedules (Schedule A, Schedule B, and Add Alternatives No. 1-3) with detailed line items covering activities such as mobilization, cold milling at various depths, joint and crack repair, asphalt surface course installation, pavement marking, electrical work, lighting modifications, and sodding.
The solicitation is structured as a federal version construction bid, with electronic submissions required through the OpenGov Procurement Platform. Bidders must complete a vendor questionnaire, provide bid security, and ensure consistent unit pricing across schedules. The project includes several allowances, including a $200,000 drainage pipe rehabilitation allowance, a $25,000 FAA flight inspection allowance, and a $30,000 airfield lighting control system modification allowance. The bid documents specify detailed technical specifications for each line item, with quantities ranging from single lump sum items to thousands of square yards or linear feet of various construction and rehabilitation activities. Bidders are required to follow strict submission guidelines, including creating a free account on the procurement platform and submitting all documents electronically.
