Questions and Answers (Q&A) Firm 1 Q1.) Will Carlisle or Duro-Last be acceptable roofing manufacturers for this project?
A1.) Yes, Carlisle and Duro-Last are approved equal roofing system manufactures to Sika.
Firm 2 Q1.) Is it acceptable to use CPAR's review to satisfy the past performance requirements?
A1.) Yes, Contractor Performance Assessment Reporting System (CPAR) reviews maybe be used to satisfy a Performance Questionnaire (PPQ). The PPQ reviews must reflect the stated topics for evaluation.
Q2.) Is it acceptable to use previously completed PPQ's to satisfy the past performance requirements?
A2.) Yes, so long as the PPQ reviews reflect the stated topics for evaluation.
Q3.) Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
A3.) No, an individual with a resume meeting the qualification of both a Superintendent and Quality Control Manager is acceptable.
Q4.) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
A4.) No. Please provide a narrative and explain according to Evaluation Factor 5 Schedule for an extended schedule prior to award. PoP after award will require CO approval at that time.
Firm 3 Q1.) Is there to be a new handrail system? If so, can specs be provided? A023 says existing and A024 says new. Please advise.
A1.) The existing guardrail on the cab roof to remain. Sheet A024 Sketch guard rail note is incorrect.
Q2.) Does there need to be lead abatement for this project? Can a spec be provided?
A2.) Lead abatement is required as noted on sheets A020 Sketch. Refer to Spec Att 10 SOP Lead Based Paint Activities.
Q3.) Louvers reference mechanical and architectural drawings, but no information is provided. Please provide.
A3.) Louvers to be replaced in kind. Field verify all louvers to be replaced.
Firm 4 Q1.) The project documents do not mention the role of an SSHO. Can the FAA confirm whether this role is not required to be fulfilled by a dedicated individual provided by the contractor?
A1.) A SSHO is not a Key Personnel or Favorable Consideration in Evaluation Factors.
Q2.) Will on-site restrooms be available for contractor use, or will contractors need to provide temporary restroom facilities?
A2.) FAA facility restrooms are not available for usage. Refer to Spec 105000 Temporary Facilities and Controls.
Q3.) In the Solicitation under “Evaluation Criteria/Factors,” Factor 6 references attachments (J1-J4) and L1. Could the FAA please provide these attachments? Additionally, are these attachments required to be submitted as the price breakdown?
A3.) Ignore all references to Attachments J1-JX. Refer to Factor 6: Cost Proposal Breakdown in Section L.
Q4.) The specifications in Section 01 50 10 indicate that the contractor must provide an FAA Field Representative’s Office. Can the FAA confirm if this temporary office is required?
A4.) Yes, FAA Field Office is required.
Q5.) Will the contractor be required to provide a temporary office trailer for contractor use, or will there be space available for setup within the building or the temporary FAA Field Office?
A5.) Yes, the contractor must supply both trailers. No office space is available for use in the facility.
Q6.) Will the government provide power for construction use?
A6.) Refer to Spec 105000 Temporary Facilities and Controls.

Q8.) Substantial mold growth was observed throughout the tower during the site visit. Since this is not included in the current scope of work, will it be addressed in a forthcoming amendment?
A8.) Mold remediation added to project scope. Refer to the revised drawings labeled “Sketch”. Refer to Spec Att 11 TSEC Mold Protocol.
Q9.) The building was noted to be vacant and will remain so during the project. Does this mean the contractor is not required to provide the FAA Field Office as specified in Section 01 50 10?
A9.) FAA Field Office is required.
Q10.) A chain hoist was observed in the building’s stairwell during the site visit. Will this hoist be operational and available for contractor use?
A10.) Yes, the chain hoist is operational and available for use.
Q11.) It was noted during the site visit that no designated laydown or staging area was identified; however, Sheet C001 shows a contractor parking and staging area. Can the FAA confirm if a staging/laydown area will be provided?
A11.) A staging area will be provided by the FAA. The exact location will be determined at the Pre-Construction meeting in coordination with facility management.
Q12.) The only available parking observed during the site visit was in a paid parking area. Will contractors and workers be allowed to use these or other designated parking areas without incurring fees?
A12.) The FAA facility does not have a parking lot. All city airport parking in the vicinity is paid parking. Refer to sheet C001 Sketch Contractor Parking Notes.
Firm 5 Q1. Are there any permitting requirements for bringing a crane on-site to lift materials to the roof?
A1. Refer to FAA Obstruction Evaluation / Airport Airspace Analysis (OE/AAA) for permitting procedures. An airspace study for crane usage has been approved for the construction duration.
Q2. Can you clarify the badging requirements? Will badging be managed directly through the FAA, or is a third-party service handling this process at the facility?
A2.) FAA will manage all badging requirements.
Firm 6 Q1.) Core Samples: Would it be possible to obtain or review any available core samples of the existing roofing system to accurately assess the material conditions?
A1.) No. Further field verification not permitted until after contract award.
Q2.) Site Revisit: Would the FAA allow an additional site visit beyond the scheduled December 17, 2024, date to further evaluate specific project aspects?
A2.) No further site visits will be granted prior to contract award.
Firm 7 Q1.) Was there an incumbent prior and is the scope of work the same?
A1.) This represents a new requirement to the facility/FAA.
Q2.) What was their contract number and amount used to execute the contract?
A2.) This represents a new requirement to the facility/FAA.
Q3.) What is your budget for this project?
A3.) The projected estimate is $1,000,000.00 - $5,000,000.00.
Q4.) Will the contract be awarded to 1 or several contractors?
A4.) The contract will be awarded to a single general contractor.
Q5.) Is a bond required?
A5.) Both performance and payment bonds will be required for this project.
Q6.) Can the location be visited at any time?
A6.) No further site visits will be granted prior to contract award.
Firm 8 Q1.) Our blueprints tell us that we can not scale the job using them so how do we get the dimensions (size) of the roof and all the particulars?
A1.) All dimensions shown on the drawings require field verification.

A2.) Yes, GAF and Versico are approved equal roofing system manufactures to Sika.
Firm 9 Q1.) Was there a lead base paint report already generated by the FAA?
A1.) No, a lead paint report is not available.
Firm 10 Q1.) Per Factor 6: Cost Proposal Breakdown, paragraph 2, "Offeror must utilize Attachment L1 - Standard Proposal Breakdown for its price proposal" Attachment L1 Standard Proposal Breakdown was not provided as an attachment on the Sam.gov advertisement. Request the customer/contracting officer provide this file for bidders to complete and utilize for their bid submission.
A1.) Ignore all references to Attachments J1-JX. Refer to Factor 6: Cost Proposal Breakdown in Section L.
Firm 11 Q1.) I have not been able to find a spec or any details for the louvers shown on the architectural elevations, referenced to mechanical. Please let me know if I have overlooked this, and if not, please provide information.
A1.) Louvers to be replaced in kind. Field verify all louvers to be replaced.
Q2.) We can quote architectural louvers but we would need some model information on the louvers we are trying to match.
A2.) Model Field verification will be needed after award.
Q3.) “Phasing Document” the solicitation is referencing. Hoping you can help point me in the right direction for this document so I can generate the project schedule utilizing the phases listed in this document. It is located on page 61 of the attached. Factor 5 Schedule. Second sentence.
A3.) The Phasing Document statement is incorrect. Remove “Follow the phasing document for the different phases of the work” from Evaluation Factor 5.
Firm 12 Q1.) Is there a preferred Controls contractor currently used? (Johnson, Schneider, etc....)
A1.) The building does not have central HVAC control or DDC. All HVAC equipment is locally controlled by independent thermostat.
Q2.) Once the CAB wooden counters and desk are removed will they be replaced with new ones?
A2.) Replacing the cab counters is not in the project scope.
Q3.) The CAB extension ladder is required to be removed and replaced. Is the overhead drop hatch to remain or should that be replaced also? If the disappearing hatch is replaced, should it remain an offset of two feet from the suspended ceiling or should it be installed to be flush?
A3.) The overhead drop may remain or removed, to replace the extension ladder. A new ladder configuration will need to be approved through construction submittals.
Q4.) In the revision there is a requirement for 10 new chairs. Is that for each floor or is that the total requirement for the ATCT?
A4.) The total amount for the facility.
Q5.)The revision calls for the floor level boiler and site wide Unit Heaters and all associated piping, conduit and electrical to be demolished and discarded. Will there be a replacement system installed and if so, is there a schedule delineating the manufacture and specifications?
A5.) No, the system has already been replaced and the highlighted equipment is abandoned in place and needs to be demoed and discarded.
Q6.) Currently the project duration is scheduled for 281 days. With the added work from the revision, will there be additional days added to the duration of the project?
A6.) Yes, the new project duration is 360 days.
Q7.) Is there a total square footage calculated for the ceiling tile replacement requirement for floors 1 through 5? What is the overhead square footage for the CAB to assist with the ceiling tile replacement?
A7.) Dimension not shown on the drawings will require contractor interpolation for quantities.

Q8.) With the new requirement for painting being added to the SOW, is there estimated square footage for the 5th floor walls and the complete stairwell handrails and framework?

Q9.) The drawings require new support pads to be added to the existing guard rail on the CAB roof. Do the existing concrete pads require removal and new ones installed or can the weighted concrete application and pads be re-used?
A9.) The existing concrete weights may be reused.
Q10.) Is there a designated area for a 40 cubic yard dumpster and a 20-to-40-foot Conex box to be staged for the duration of the project?
A10.) A staging area will be provided by the FAA. The exact location will be determined at the Pre-Construction meeting in coordination with facility management.
Q11.) Can we get a total number for how many doors will require cleaning and repainting?

Q12.) Please confirm that two full-time, on-site personnel are required as outlined in Factor 4: Personnel and Team Composition, which varies from previous similar projects.
A12.) A Project Superintendent and Quality Control Manager are require key personnel.
Q13.) The boiler room is to be removed completely and stripped, are we going back to install a new system replacing the old boiler and If yes please provide the new engineered specifications.
A13.) No new system will be installed, the old equipment highlighted to be removed and discarded.
Q14.) The cleaning of all duct trunklines from all floors, are we keeping the old diffusers and returns? The plans show that they are to be cleaned and not replaced.
A14.) Ductwork, diffusers, grilles to be cleaned as indicated. Diffusers on the 4th floor and the cab to be replaced as indicated.
Q15.) TEST AIR AND BALANCE is required for all new equipment installation, is the TAB required on all remaining equipment as well?
A15.) No, only new equipment.
Q16.) The split unit condenser is to be installed on the catwalk. What is the preferred method and design for mounting the raised pedestal to the new PVC roof/deck surface?
A16.) Use non penetrating equipment support mounts.
Q17.) What design and/or manufacturer is preferred for the decorative exterior slats required for the new windows shown on the drawings?
A17.) There is not a manufacture preference for decorative features.
Q18.) General – The ATCT is currently unoccupied. Will the tower remain unoccupied for the duration of construction activities?
A18.) Exceptions related the tower occupancy will be determined at Pre-Construction Meeting.
Q19.) The period of performance is only 281 days for this project. A project with such a large scope cannot be successfully completed within this timeframe. Due to the size and complexity of the project scope would FAA consider extending the period of performance to 585 calendar days?
A19.) The new project duration is 360 days.
Q20.) General – If the ATCT is unoccupied is temporary HVAC required to be used during the construction phase?
A20.) Temporary HVAC will be required to support the equipment on 3rd and 4th floor during the relocation of the CUs. 3rd floor will need a 10 ton unit, 4th will need a 1 ton unit in the teleco room.
Q21.) General – Is there enough power available on site to operate a trailer mounted temporary HVAC unit large enough to climate control the entire structure?
A21.) Will need the specification of the unit to answer the question accurately.
Q22.) Drawing C001 Note 6 – What Fire Life Safety is required to meet this requirement?
A22.) If both power and gas services are interrupted, a fire watch will be needed to maintain Fire Life Safety in an occupied tower.
Q23.)Drawing C001 Note 9 – Is sod required for the landscaping or is grass seed acceptable?
A23.) Grass seed is acceptable.
Q24.) General- Is GC expected to water and maintain landscaping to ensure it is established, if so how long is watering anticipated after project completion?
A24.) Yes, the GC is expected to demonstrate the landscaping is established. No watering will be done by the GC after project completion.
Q25.) Drawing C001 Note 10 – Please specify the type of hardware intended for manhole covers.
A25.) Provide a submittal for approval after award.
Q26.) Drawing C001 Site plan states to replace fence post. Is there a minimum gauge post required?
A26.) Use at least 4 inch schedule 40 pipes for fencing. Install fencing using Chain Link Fence Wind Load Guide (WLG 2445) for reference.
Q27.) Please provide contact information for the existing Security Vendor for coordinating hardware.
A27.) Provide a submittal for approval after award.
Q28.) Drawing A020 Demo Note 4 – States to remove boiler. Does a new boiler need to be reinstalled? There is no specification for a boiler. Please provide specifications for new boiler.
A28.) No, the boiler will not be replaced.
Q29.) Drawing A020 – What are the specifications of mailbox to be replaced?
A29.) Mailbox to be replaced in kind.
Q30.) Drawing A020 Floor Plan – States to replace mailbox. Please provide specification/details on new mailbox to be installed.

Q31.) General – Can you provide sign in sheets for all site visits?
A31.) Sign in sheets from two visits attached.
Q32.) The roof plan calls for to replace roof hatch and match existing. The specifications list Bilco as the manufacturer. Bilco nor any other manufacturers make a Hexagon shaped roof hatch. The model number listed in the specification is for a rectangle shaped access hatch. Can the roof hatch be reframed to accept a rectangle hatch?
A32.) Product substitutions maybe submitted after award for approval.
Q33.) Can you provide manufacture and exact model intended for hexagon roof hatch?
A33.) Field verification will be needed after award.
Q34.) Foundation plan 1-S001 does not scale correctly, please provide corrected scalable drawing.

Firm 14 Q1.) I noticed in the specifications you only listed Sika. Are we able to send in a substitution request by any chance?
A1.) Yes, PVC roof membrane substitutions are allowed.
Firm 15 Q1.) On Sheet “MFE-1405966-M202” Demo Note 2 States: “2- Demolish and discard all boiler and chiller equipment including tanks, pumps and electrical wiring and panels in the clouded area.” and points to the flow diagrams heading AC-1 and AC-2 Is it their intent we demo AC-1 and AC-2? If so, can they mark up their reference sheet “MFE-1405966-M206” with what the extent of the demolition is? Taking out AC-1 and AC-2 would mean we would need to remove all the duct work associated with those units as well.
A1.) AC-1 and AC-2 are not part of the demolition as they do not currently exist in the building. The current units are AHU-1 and AHU-2 which are a DX system are NOT part of the demolition. The demolition includes all the remnant of the chiller/boiler system that has been abandoned in place and not operational.
Q2.) Ref. 01 10 00-04 paragraph 1.9 “Work Restrictions”. Will this section in the specifications be applicable to this project?
A2.) Yes, the work restrictions listed in Spec are applicable.
Exceptions related the tower occupancy will be determined at Pre-Construction Meeting.
Q3.) Window jamb detail (Detail 5 shown attached) on A028 does not have the same plane as the Head and Sill detail. We suggest sucking the window in and having an exposed EIFS corner and caulk to the side. Please clarify what will be needed for pricing purposes.
A3.) The stated design alternative is acceptable.
