About this file
This is an exhibit from a Request for Proposals (RFP) issued by the Massachusetts Health Connector, detailing mandatory Contract Management Portal (CMP) requirements that the selected bidder must utilize throughout the agreement term. The portal will serve as a centralized document repository and collaboration platform for housing all project and contract documentation, including the formal agreement, status reports, change orders, project schedules, meeting materials, team contact information, and other materials deemed necessary by the Health Connector. The CMP must function as a tracking and management system for open items such as issues, questions, and action items between Health Connector and contractor staff, while providing secure document exchange and access control capabilities that allow designated individuals to access specific portal areas while restricting access to other individuals and sections.
The Contract Management Portal must comply with HIPAA, 45 CFR 155.260, the Fair Information Practices Act (MGL ch. 66A), and all applicable federal, state, and local data security and privacy regulations as specified in the RFP's Technical Standards attachment. The portal must store deliverables in both draft and final versions with tracked changes, all required reports with dates, project plans in Microsoft Office (.mpp) and Adobe Reader (.pdf) formats, meeting minutes, system specifications and user manuals, continuity of operations plans (COOP), current contact information for all users, and a contractor organizational chart depicting key personnel and reporting relationships across administrative, functional, technical, and programmatic functions.
