About this file
This document is a Q&A round for RFR 2101, an Invitation to Bid issued by the Massachusetts State Lottery Commission (MSLC) to procure Instant Lottery Tickets, Game Designs, and Marketing Services. The RFR seeks proposals from vendors to supply instant lottery tickets and related services to support the sale of those products. Key details include confirmation that Volume IV of the proposal may contain supplemental information beyond Volumes I and II, guidance on the required ticket samples (5 sets of 10 tickets each in 5 different games, totaling 100 tickets), and clarification that the only submission method is electronic through the CommBuys procurement site. All physical samples must be delivered to the MSLC's Dorchester office by June 25, 2020 at 3pm.
The RFR does not mention any pricing terms, set-asides, incumbent vendors, funding sources, or other financial details. It focuses primarily on the technical requirements and proposal submission logistics for this competitive procurement by the Massachusetts State Lottery Commission.

Question
Answer
1. Section 1.3.6, Volume IV, Supplementary Proposal
Information
10 Section 1.3.6, Volume IV, Supplementary Proposal Information states that this volume may contain "any other information or material which may serve to supplement the Bidder's proposal outlined in Volume I." Would the Lottery please confirm that Volume IV may contain any other information or material that serves to supplement Volume I and Volume II - Phase II Technical Requirements?
Yes. Confirmed.
2. Section 3.3.8.11 and Section
3.3.8.12
47 The RFR asks for samples of tickets (5 sets of holographic and 5 sets of fluorescent). We interpret this to mean that the five sets should five different games, but does the Lottery require a certain number of tickets within each game/set? For example, would a strip of ten tickets per game be acceptable (10 tickets x 10 sets = 100 total ticket samples) or is the Lottery looking for a larger quantity?
Yes, five different games – 100 total tickets is sufficient.
3. If a Bidder were to submit a sample ticket catalog, would it count towards the 1,200 page limit?
No.

4. Based on Lottery responses from Round 1 of the Q&A, will the Lottery please confirm that the only method of submission for this procurement is electronic? If vendors are required to submit both soft copies and hard copies for this RFR, would the Lottery please allow vendors additional transit time for hard copies due to COVID19-related conditions? For example, if soft copy bid materials are uploaded to CommBuys procurement site on or before June 25, could Bidders deliver hard copies to the Dorchester office by July 3?
The only method of submission for this procurement is electronic. All proposals must be submitted through Commbuys.
Any samples that are required in relation to this RFR are to be delivered to the MSLC’s Dorchester location by June 25, 2020 at 3pm.
