About this file

The document is a Questions and Answers document related to RFR 2101, a Request for Response issued by the Massachusetts State Lottery Commission to contract for Instant Lottery Tickets, Game Designs and Marketing Services. The RFR requests bidders to provide Instant Ticket printing, game design, and marketing services to support the sale of Instant Ticket products. Electronic bids are due by June 25, 2020 at 3:00 pm and must be submitted through the Commbuys system. The contract term is not explicitly stated, but the RFR contains provisions for contract termination and extension.

The RFR provides details on pricing, including requirements for additional cost quotes on certain ticket specifications. It also details the evaluation of Supplier Diversity Program (SDP) plans, which are worth 10% of the total review. The RFR does not specify funding amounts or sources, but references existing Instant Ticket contracts that will not address all elements of this RFR. The RFR also includes requirements for marketing support, research studies, and promotional activities.

Given the impact of the Coronavirus (COVID-19), with many jurisdictions including Massachusetts declaring states of emergency, would the Lottery please consider granting all current instant ticket vendors an emergency one-year extension to their existing instant ticket print contracts? This measure would effectively ensure the Lottery a continued supply of instant tickets during this extraordinary period while postponing the procurement process until next year once this situation has subsided. Given that responding to this RFR will require significant resources on the part Bidders and the Lottery, we respectfully request that the Lottery please respond to this question before the stated date of April 9, 2020?

The bidder submission deadline has been extended to June 25, 2020 by 3:00pm. See notice posted on Commbuys.
