About this file
This is a Request for Qualifications (RFQQ) issued by the City of Detroit for establishing a pre-qualified vendor supply schedule to provide engineering, design, program management, construction management, planning services, and related professional services. The RFQQ seeks to create a roster of qualified firms across multiple engineering disciplines including electrical, civil, mechanical, structural, architectural, geological, and environmental engineering, as well as construction engineering and inspection services. Firms must submit complete applications through the City of Detroit Oracle Supplier Portal by 4:00 pm on Friday, March 7, 2025, to be pre-qualified for the first round of projects. Pre-qualifications will remain valid until December 31, 2029, with the application receipt period ending 90 days prior to that expiration date. The City will conduct project-by-project solicitations from the approved supplier list, and selection will be based on evaluation committee review of qualifications, experience, performance, and quality control capabilities. Acceptance to the supply schedule does not guarantee work assignments; firms must compete for individual projects through normal competitive solicitation processes.
Minimum qualifications for engineering services require five years of experience, current Michigan Professional Engineer licensure (renewed within two years), state authorization to conduct business, relevant education and training, and demonstrated financial capacity through certified financial statements. For planning services, qualifications are tailored by specialty including public engagement support, market and feasibility analysis, historic preservation, urban design visualizations, implementation and project development, and land use and zoning, each requiring five years of specialized experience and specific deliverable examples. Applicants must submit detailed documentation including organizational charts, three pertinent contracts completed within the last five years with contact references, quality control narratives, financial statements for the preceding three-year period, and various affidavits and certifications. No pricing information is evaluated as this is a qualifications-based supply schedule program. The City reserves the right to revise the scope of work during the application period and throughout the supplier's duration on the schedule, and firms may be removed from the approved list for substandard workmanship or unsatisfactory work product.
