About this file

This is Addendum No. 4 to Request for Qualifications (RFQQ) 185300 issued by the City of Detroit Office of Contracting and Procurement, amending the Detroit Supply Schedule Program #9. The addendum expands the scope of services to include Planning & Development services in addition to previously established engineering, construction management, and program management offerings. The RFQQ remains open until December 31, 2029, with applications accepted via the City of Detroit Oracle Supplier Portal system. Firms must submit qualifications by 4:00 pm on Friday, March 7, 2025 to be pre-qualified for the first round of projects. Receipt of applications will end 90 days prior to the December 31, 2029 expiration date. The selection criteria require a minimum of five years of experience, with evaluation based on experience and past performance demonstrated through three pertinent contracts completed within the last five years.

The addendum introduces minimum qualifications for Planning & Development services across six subcategories: Public Engagement Support, Market and Feasibility Analysis, Historic Preservation, Urban Design Visualizations, Implementation and Project Development, and Land Use and Zoning. Each subcategory requires at least five years of relevant experience and specific portfolio demonstrations. Acceptance to the pre-approved supplier list does not guarantee business; firms must compete for individual project solicitations. Pre-qualifications remain valid through December 31, 2029. No pricing information, set-asides, or funding amounts are specified in this addendum, as the RFQQ establishes a vendor pool for competitive bidding on subsequent project-by-project work orders across various City of Detroit departments.
