About this file
Summary
This is an Attachment H document outlining the scope of electrical design engineering services for the Department of Public Works (DPW) as part of the Detroit Supply Schedule Program (DSS #9) in Michigan. The selected consultant(s) will provide comprehensive electrical design services including traffic signal installation, removal, modernization, and relocation; street lighting design; road safety audits; vehicle detection equipment and ITS features design; electrical power source identification and design; intersection and corridor modifications; non-motorized project design; utility locating; and traffic data collection. Additionally, the consultant must conduct needs analysis for the City's Intelligent Transportation System, develop network conceptual designs, evaluate wireless technologies, design communications networks interfacing with the Traffic Management Center, and provide design and integration for connected vehicle technology. The consultant is responsible for developing preliminary and detailed construction drawings, specifications, cost estimates, and as-built drawings in both hardcopy and digital formats (PDF and AutoCAD/Microstation). All work must comply with Michigan Department of Transportation (MDOT), City of Detroit, Federal Highway Administration (FHWA), and Michigan Manual of Uniform Traffic Control Devices (MMUTCD) standards. Construction plans must be completed within timeframes specified in each start work notice issued for individual projects.
The consultant must maintain required coordinations with utility companies, MDOT, and the State Historic Preservation Office (SHPO) to ensure design compliance and obtain necessary permits and clearances. A qualified project manager in direct employment of the consultant must administer the project and provide monthly progress reports covering previous accomplishments, expenditure breakdowns, problems encountered, and anticipated activities. The consultant must attend all required meetings, public hearings, and Grade Inspection meetings and maintain written records of these communications. Project work will be performed on a segmental basis as assigned through Notice to Proceed, with project status meetings scheduled approximately monthly. The City retains audit and examination rights over all consultant records directly pertaining to the project.

ELECTRICAL DESIGN ENGINEERING SERVICES (DPW)
A. SCOPE OF SERVICES
The selected Consultant(s) will be required to perform services including but not limited to the following tasks:
1. Design of installation, removal, and modernization or relocation of traffic signals indicated as being part of the Project.
2. Design of all street lighting installation and/or removal necessary for the modernization of traffic signals as being part of the project.
3. Conducts field surveys of the assigned locations ensuring that all appropriate safety measures be taken including but not limited to obtaining permits from appropriate authority/agency prior to scheduled Hand hole/Manhole inspection.
4. Conducts Road Safety Audits, identify appropriate potential projects for securing Federal/MDOT funding, warrant studies/analysis for signal removal/installation, traffic volume and crash data analysis, safety enhancement and feasibility studies.
5. Design vehicle detection equipment, PTZ cameras, communication and other ITS features as being part of the Project.
6. Identify location of existing power sources. Identify and design new and/or upgraded electrical power sources if required including route of both primary and secondary feeders to or from the source if located within 1500 feet of traffic signal controller cabinet, using existing duct bank(s) or existing overhead pole lead.
7. Design intersections and corridor widening/modification, pavement markings and ADA complaint sidewalk and curb ramps for the successful completion of the project.
8. Design of intersectional geometry and associated works, such as but not limited to Design of Center Left Turn lanes to accommodate the left turn signal phase, design of right turn only lanes, pavement markings and ADA complaint sidewalk and curb ramps for the successful completion of the project.
9. Design non-motorized projects such as bike path, pedestrian walkway and streetscape projects etc.
10. Design safe route to school and develop appropriate traffic circulation and safety improvements for schools.
11. Locate/identify underground utilities, where new Underground work is to be done or new lighting units to be installed.
12. Collect traffic volume counts (machine and manual) including turning movement counts, if required, for the successful implementation of the project.
13. For City’s Intelligent Transportation System (ITS): Conduct needs analysis involving meetings with City of Detroit Traffic Engineering Division staff to determine system requirements. Develop network conceptual design to define how each element of the concept maps or traces to the system functional requirements and concept of operations. Conduct an evaluation study of available wireless technologies and vendors, and offer a recommendation suited to the City of Detroit utilizing the process identified in the Needs Analysis. Identify the wireless hardware for the project and if required, submit justification of selection for City and/or MDOT approval. Identify wireless technologies that will communicate with the TMC and the new hardware at each of the identified intersections and or locations. Design communications network to interface with the Traffic Management Center (TMC) and the proposed hardware. Design technology/software to process the camera images to collect and analyze traffic data such as vehicle counts, delay, level of service (LOS) and various performance metrics, etc. to provide the engineers with tools to evaluate and optimize traffic flow. Provide design and integration to develop latest connected vehicle technology and associated hardware.
14. Provide planning, design, integration and construction oversight for various infrastructure improvements.
15. Coordinate with various utility companies to obtain accurate utility information to minimize utility conflicts during construction.
16. Develop preliminary drawings (including for Grade Inspection (GI) submittal) during various design stage for review and comments.
17. Develop detailed construction drawings, specifications and project cost estimates for effective coordination and efficient execution of the construction work. The complete set of project drawings should be submitted TED and any other agency that may be involved for review and approval.
18. The detailed construction specifications will cover all materials to be used and, where possible, will give the catalog number and the appropriate specification of the item currently being used by the City and/or MDOT.
19. The detail as-built drawings (hard copy and digital format) should be provided after the job has been constructed. Digital copy shall be provided in pdf and AutoCAD/Microstation or as requested.
All project design and plan work will be governed by the applicable codes and practices of the Michigan Department of Transportation (MDOT), the City of Detroit, the Federal Highway Administration (FHWA), and the current Michigan Manual of Uniform Traffic Control Devices
(MMUTCD).
The City of Detroit will do all efforts to make available the existing signal display drawings of the relevant intersections. However, The Consultant(s) shall be solely responsible for procuring such data and shall conduct independent site surveys for assisting the design process.
The time of performance of the project work or any part thereof shall be to have construction plans completed within the time specified in each issuance of start work notice for various projects.
It is expressly understood by all Consultant(s) responding to this solicitation for RFP that all Submittals and Deliverables are subject to final acceptance by the City as governed by the terms and conditions specified herein.
