About this file

This is Addendum No. 3 to Request for Qualifications (RFQQ) 185300 issued by the City of Detroit for the Detroit Supply Schedule #9, which establishes a pre-qualified vendor list for engineering, design, construction management, and program management services. The addendum amends the original RFQQ to include Construction Engineering & Inspection (CEI) services among the available service categories, which now encompass Electrical, Civil, Mechanical, Structural, Architectural, Geological, and Environmental Engineering disciplines. The City has identified immediate needs for CEI services and is accelerating the qualification timeline to ensure adequate competition and expedited project initiation. Prospective firms must submit qualifications by 12:00 PM (EST) on Friday, March 7, 2025, to be pre-qualified and eligible for the first round of projects. The overall RFQQ remains open until December 31, 2029, with pre-qualifications valid through that date. The City will solicit bids on a project-by-project basis from the approved supplier list, which will be submitted to Detroit City Council for approval, though acceptance does not guarantee business awards.

The addendum specifies that qualifications must be submitted via the City of Detroit Oracle Supplier Portal system, with the March 7, 2025, deadline representing an expedited timeline due to insufficient early responses. This is an open application available to all eligible businesses with no stated set-asides, incumbent preferences, or pricing information in the addendum. Firms that achieve pre-qualified status will compete through the normal solicitation process for individual City projects, with no guaranteed work volume.

CITY OF DETROIT

REQUEST FOR QUALIFICATIONS 185300

ADDENDUM NO. 3

(Engineering, Design, Program Management and Construction Management Services) For the Detroit Supply Schedule #9

February 27, 2025

RFQQ 185300 Addendum 3 P a g e | 2

To All Prospective Applicants:

Please reference the above request for qualifications (RFQQ) that is open until December 31, 2029. Be advised that from time-to-time scopes of work in RFQQ 185300 may be revised or added to. Currently the City has immediate needs for Construction Engineering and Inspection (CEI) Services. In order to be able to bid on the CEI project, firms must be pre-qualified and approved by the City of Detroit on Supply Schedule #9.

Due to an insufficient quantity of early responses to allow for adequate competition, as well as the need for some projects to begin expeditiously, the deadline to submit qualifications to be eligible for this first round of projects is 12:00 PM (EST), Friday, March 7, 2025. Also, please note the following:

A. The Introduction Section to RFQQ 185300 (on page 2 of 7) is hereby amended as follows.

Change from:

This Detroit Supply Schedule Program establishes a list of pre-qualified vendors to provide Electrical, Civil, Mechanical, Structural, Architectural, Geological and Environmental Engineering, for Design, Construction Management and Program Management Services. The purpose of this Engineering Request for Qualifications (RFQQ) Application is to enable the City of Detroit to meet demands for engineering work order tasks for various City departments through multiple potential Service providers.
