FL Conference Center & Bio-Viz Lab AV Upgrades

Request for Quote: RFQ-NIAID-2102124 Q&A General

QUESTIONS AND ANSWERS

Fishers Lane Conference Center and Bio-Visualization Lab Audiovisual Upgrades

Solicitation ID: RFQ-NIAID-2102124 1/3/2022

I. GENERAL QUESTIONS

Q1: The Technical volume is supposed to include an equipment list. Can that be provided as an Excel attachment.

A1: Yes.

Q2: The Bio Viz drawing TA600.0 shows AV Equipment in Tech Lab 2H100, Tech Hub 4H, and Customer Service Branch 5H. I couldn’t find this on the Equipment List. Are these in the scope of work?

A2: This equipment and spaces are not in the contract scope of work.

Q3: Volume 2 is to include a service contract for the Government Furnished Equipment. Is this just for the Lund Halsey/Legrand consoles and the Listen IR Assistive Listening equipment, or should it include other equipment. If it includes other equipment, can we get clarification on exactly which equipment?

A3: For all Government-provided equipment, include optional pricing for an initial one-year service contract (RFQ Article L.7.). This is to include only active electronic GFCI equipment identified in “Attachment 2_Quote Form_FL AV Upgrades_RFQNIAID2102124” with the exception of Government Furnished PCs.

Q4: Biamp has extensive product offerings with no projectable availability due to unavailability of chips. Would QSC equivalents be acceptable? Network audio would be Dante and AES67 rather than AVB between devices.

A4: Alternates are welcome; however, the quote must include equipment as specified with options as equal or value added alternates. In order for an alternate solution to be viable there would need to be a microphone option that meets or exceeds the specifications of the specified Biamp TCM-X microphones. The switch to another DSP platform is dependent on compatibility with AVB devices such as mixing consoles and microphones and the ability to bridge AVB, and Dante as specified. Please advise in quote the projected availability of these products from the manufacturer.

Q5: Network Encoder/Decoder cites 2x1 HDMI switcher as a requirement, but the Acceptable Product listed, DM-NVX-360, does not have a 2x1 HDMI switch. It can switch between a local source and a network video stream. Alternatively, the DM-NVX-351 has the onboard 2x1 switch where required. It is our recommendation to use the DM-NVX-360, except where multiple local sources will be required. Please advise.

A5: NIAID does not intended to use the internal 2x1 switch. Please provide DM-NVX-360 as specified.

Q6: Network Encoder/Decoder Card cites 2x1 HDMI switcher as a requirement, but the Acceptable Product listed, DM-NVX-360C, does not have a 2x1 HDMI switch. It can switch between a local source and a network video stream. Alternatively, the DM-NVX-351C has the onboard 2x1 switch where required. It is our recommendation to use the DM-NVX-360C, except where multiple local sources will be required. Please advise.

A6: NIAID does not intended to use the internal 2x1 switch. Please provide DM-NVX-360 as specified.

Q7: Is the Crestron HD-CONV-USB-300 an acceptable substitute for the Inogeni 4KXUSB3?

A7: Alternates are welcome; however, the quote must include equipment as specified with options as equal or value added alternates. NIAID would consider this product as a viable option.

Q8: Will Dante/AES67 microphone arrays be acceptable if AVB microphone arrays are not an available solution?

A8: Alternates are welcome; however, the quote must include equipment as specified with options as equal or value added alternates. Please include a microphone option that meets the specifications of the of the specified Biamp TCM-X microphones as an alternate.

Q9: Will Q-Sys I/O-USB Bridge be acceptable in lieu of Biamp EX-UBT?

A9: Alternates are welcome; however, the quote must include equipment as specified with options as equal or value added alternates. The switch to another DSP platform is dependent on AVB, Dante and available microphone technology.

Q10: Controllable USB switchers with SuperSpeed+ support have not yet made it to market. If these are not shipping at time of ordering, would a SuperSpeed USB switcher be acceptable?

A10: Alternates are welcome; however the quote must include equipment as specified with options as equal or value added alternates. NIAID would prefer the specified product or equal.

Please advise in quote the projected availability of this product from the manufacturer.

Q11: Please confirm that you would like us to re-rack structured cabling. This is likely to cause failures in newly-terminated cabling systems If so, would the contractor be responsible to test every cable and re-terminate, as required?

A11: It is not the responsibility of the AV contractor. The network structured cabling contractor will be responsible for moving and testing cabling.

Q12: Are TAA compliant hardware components a requirement?

A12: The Trade Agreements Act does not apply to this acquisition since it is set aside for small businesses.

Q13: Are Made in America hardware components a requirement?

A13: The Buy American restriction on purchasing foreign end products does not apply to the acquisition of information technology that is a commercial product.

Q14: What are the daily work hours?

A14: Daily work hours will typically be 7 am – 3 pm ET.

Q15: Are there time restrictions on noisy work?

A15: Noisy work is to be done in the morning prior to 11AM ET. Noisy work is defined as exceeding 85Db.

Q16: What are the security requirements for daily access to the project site?

A16: NIAID will provide escort services for all daily activities.

Q17: Drawing TA600.0 of the BioViz package identifies displays for AV Tech Lab 2H100, 4th Floor Tech Hub 4H, and Customer Service Branch 5H. It is unclear if these displays are included within the equipment list. Are these displays a requirement of the system installation and if so, where are these displays identified within the equipment list.

A17: This question was answered previously in Question 2. This equipment and spaces are not in the contract scope of work.

Q18: Is it to be assumed that network drops provided by the structured cabling contractor will be landed at each audiovisual device location?

A18: Yes. Network drops will be provided by the structured cabling contractor in locations as noted in the drawing set.

Q19: The equipment list for 1D13 includes a Wolfvision VZ-8.UHD with a quantity of 0. Is the AVC expected to provide this equipment?

A19: No.

Q20: The equipment list for 1D13 includes a Pelco POE90U1BT PoE Injector. The note on the equipment states, “Location? Is this needed?” Is this equipment required?

A20: Please provide PoE injector as specified. NIAID will define the exact location as the project progresses.
