1. INTRODUCTION AND OBJECTIVES
The National Institute of Allergy and Infectious Diseases (NIAID) Audiovisual (AV) operations rely on a complex set of AV equipment, programs, and trained support staff to manage 900+ conferences per year.
NIAID’s Operations and Engineering Branch (OEB) has a requirement to purchase replacement AV equipment and installation services for the Fishers Lane Conference Center and two additional meeting spaces (Bio Visualization Lab) located in Rockville, Maryland. The AV equipment must be upgraded within the Fishers Lane building to support next-generation meetings and AV technologies. The goal of this work is to upgrade the outdated equipment within the Conference Center and Bio Visualization Lab and standardize the design and capabilities with other conference rooms across NIAID. This solution will be fully interoperable with existing NIAID conference room systems and other telecommunications systems, including Microsoft Teams and Zoom. To fulfill this need, NIAID is seeking a contractor to provide the procurement, installation and support services as described in this Statement of Work (SOW); enabling OEB’s AV Team to provide a turn-key AV event space consisting of eight meeting rooms (Conference Center), a central video production system (Video operations center), and digital signage for wayfinding.
In addition, there are two additional meeting spaces supporting Bio Visualization.
Independently and not as an agent of the Government, the Contractor shall be required to furnish all the necessary equipment, services, qualified personnel, material, and facilities not otherwise provided by the Government, as needed to perform this SOW.
2. BACKGROUND
The NIAID OEB of the Office of Cyber Infrastructure and Computational Biology (OCICB) manages and develops the technology infrastructure that supports Intramural research, Extramural investments and Administrative management. OEB services 4000+ end users in more than 20 locations throughout the United States. Infrastructure services provided by OEB are maintained and used 24 hours a day, 7 days a week. Services include applications hosting, AV engineering, cybersecurity engineering, cyber & data operations, data base administration, high performance computing, platform management, network engineering, remote access, server development, workstation configuration and management, unified communications.
As a government agency, NIAID is required to provide support and replacement services for AV equipment. The current AV equipment in place at the Fishers Lane campus are End of Service/End of Life (EOS/EOL) and are no longer supported by the manufacturers. The AV systems for these rooms, were originally purchased in 2013 and 2014 under purchase order HHSN272201301072P. Because of the age and limited capabilities of the existing systems, new equipment must be procured to meet NIAID’s technology needs. It is a scientific, technical, and business requirement that the Conference Center and Bio visualization rooms provide highly available and scalable meeting spaces for presentations, training, breakout sessions, and remote collaboration / conferencing to facilitate the overall mission. The operational system shall be seamlessly integrated to work with an over the existing network and conferencing infrastructure that is currently in place at NIAID. The conference and meeting rooms will be integrated into the existing Creston Fusion server to facilitate remote management and monitoring of these spaces. The supply portion of this acquisition requires Brand Name Only control equipment from Creston.
3. SCOPE
The Contractor shall provide all the qualified personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the coordination, provision, installation, inspection, testing, instruction, and warranties of a complete and operational AV system(s) for eight Conference Center meeting rooms, central video production system (Video operations center), digital signage for wayfinding, and two Bio Visualization meeting rooms as described in this document and appendices.
4. REQUIREMENTS
The detailed list of technical requirements, specific tasks, room design, and products are provided in Appendix A – Technical Specifications.
5. PLACE OF PERFORMANCE
The systems shall be installed at: 5601 Fishers Lane, Rockville, MD 20852.
6. PERIOD OF PERFORMANCE
The period of performance shall begin as soon as possible after purchase order award and be completed within the contractually accepted schedule. The government estimates total period of performance is from award data of January 22, 2022 through September 20, 2022.
