About this file
This is a Compensation Price Matrix template for the Hospital Communications Support solicitation (RFQHT001426QE048) issued by Walter Reed National Military Medical Center under the Defense Health Agency. The spreadsheet provides the structure for offerors to submit fully burdened hourly rates and total pricing across a base period and two option periods covering December 1, 2026 through November 30, 2029.
The pricing matrix requires offerors to detail compensation for six labor categories: Graphic Designer (2 FTEs at 3,824 productive hours annually), Author Works Review/Editor (1 FTE at 1,912 productive hours), Writer and Author for Print Journalism (1 FTE at 1,912 productive hours), Producer and Director for Video Production (1 FTE at 1,912 productive hours), Public Relations Specialist (1 FTE at 1,912 productive hours), and Executive Secretary Program Manager for Publications and Issuances (1 FTE at 1,912 productive hours). Offerors must provide hourly base salary, retention bonuses, and itemized fringe benefits including FICA, FUTA, SUTA, Worker's Compensation, Health/Life Insurance, Retirement Plan (401K), and other benefits. The template automatically calculates fringe benefit percentages and total billable hourly rates after inclusion of Overhead, General and Administrative costs, and Profit. All rates must be based on hourly figures rather than annual salaries, with vacation and holiday costs included in fringe benefits. Productive hours represent actual hours worked and billed to the government contract, calculated as 1,912 hours per full-time employee annually (8 hours per day, 5 days per week for 48 weeks). Completed pricing information from Tabs A, AA, and AB (base year and two option periods) auto-populate Tab B, which provides a summary price sheet for each labor category across all contract periods.

Instructions
Tabs A, AA, & AB
All Rates including benefits must be based on hourly rates and not annual figures
The offeror can add additional columns according to their benefits package
The offeror is responsible for doing the mathematical calculations, like adding the fringe benefits, calculating the percentage and the total salary, etc.
The offeror cannot change the order and name of the specialties (columns A & B) nor the quantities of hours (column C).
Productive Hrs.= total hours in a work year LESS vacation & holidays (e.g. 1,912 hours = 1 one full time contractor employee for one year = 8 hrs/day x 5 days/wk for 48 wks productive hrs.)
Another way to think of productive hours is that they are hours actually worked and billed to the Govt. contract.
Costs associated with vacations and holidays are normally included in the fringe benefit rate; therefore, the vacation/holiday associated costs are to be input into the "Fringe Benefits"
columns (in Tabs A, AA, and AB) for the purposes of this spreadsheet.
Tab B "Price":
The Fully Burdened Hourly Rates for the Base Year and Option Periods (Tabs A, AA, and AB) will auto-populate the cells of Tab B.
Verify the math is correctly computed.
