About this file

This is a pricing matrix template for hospital communications support services at Walter Reed National Military Medical Center (WRNMMC). The spreadsheet establishes the compensation structure and billable rates for six labor categories across a base period (December 1, 2026 – November 30, 2027) and two option periods (December 1, 2027 – November 30, 2028, and December 1, 2028 – November 30, 2029). The required positions include Graphic Designers (2 FTEs at 3,824 productive hours annually), Authors/Works Review Editors (1 FTE at 1,912 productive hours), Writers and Authors for Print Journalism (1 FTE at 1,912 hours), Producers and Directors for Video Production (1 FTE at 1,912 hours), Public Relations Specialists (1 FTE at 1,912 hours), and Executive Secretaries/Program Managers for Publications and Issuances (1 FTE at 1,912 hours).

The pricing matrix requires offerors to complete hourly base salary rates, fringe benefits (including vacation and holiday costs), fringe benefit percentages, overhead and G&A rates, and profit margins to calculate total billable hourly rates and extended prices for each labor category across all contract periods. The template includes automated calculations in Tab B that populate fully burdened hourly rates from the compensation tabs, with offerors responsible for mathematical accuracy. Productive hours are defined as actual work hours excluding vacation and holidays, calculated at 1,920 hours for a full-time employee (8 hours daily, 5 days weekly, 48 weeks annually). Offerors may add columns for additional benefits but cannot modify labor category names, quantities, or the specified level of effort for each position.

Instructions

Tabs A, AA,AB, AC & AD
All Rates including benefits must be based on hourly rates and not annual figures

The offeror can add additional columns according to their benefits package

The offeror is responsible for doing the mathematical calculations, like adding the fringe benefits, calculating the percentage and the total salary, etc.
The offeror cannot change the order and name of the specialties (columns A & B) nor the quantities of hours (column C).
Productive Hrs.= total hours in a work year LESS vacation & holidays (e.g. 1,920 hours = 1 one full time contractor employee for one year = 8 hrs/day x 5 days/wk for 48 wks productive hrs.)
Another way to think of productive hours is that they are hours actually worked and billed to the Govt. contract.
Costs associated with vacations and holidays are normally included in the fringe benefit rate; therefore, the vacation/holiday associated costs are to be input into the "Fringe Benefits"
columns (in Tabs A, AA, AB,AC and AD) for the purposes of this spreadsheet.
Tab B "Price":
The Fully Burdened Hourly Rates for the Base Year and Option Periods (Tabs A, AA, AB,AC and AD) will auto-populate the cells of Tab B.
Verify the math is correctly computed.
