About this file

This document is a set of Instructions to Offerors and Evaluation Criteria for a commercial items solicitation. The requirement is for Hospital Communications Support Services at Walter Reed National Military Medical Center (WRNMMC) under solicitation number RFQHT001426QE048, issued by the Defense Health Agency. Quotations must be submitted electronically to philip.b.atwell.ctr@health.mil no later than October 28, 2026, at 3:00 PM EST, with a 90-day price firm period from the quote date. Offerors must submit technical approaches (maximum 3 pages), past performance references (2-3 references for similar services completed within the past 3 years using the provided questionnaire template), and pricing for all Contract Line Item Numbers (CLINs) using the attached SF1449 form. Questions must be submitted in writing by October 7, 2026, at 3:00 PM EST.

The Government will evaluate quotes using a simplified trade-off process under FAR Subpart 13.5. Factor 1 (Technical) will be rated as either Acceptable or Unacceptable; quotes rated Unacceptable are ineligible for further evaluation. For technically acceptable quotes, the Government will conduct a trade-off between Factor 2 (Past Performance) and Factor 3 (Price), with Past Performance weighted approximately equal to Price. Past performance will be assessed based on relevancy (scope, magnitude, and complexity), quality of performance, and overall confidence rating. Price will be evaluated for fairness and reasonableness, with total value calculated across all CLINs including base and option periods. The Government reserves the right to award without discussions and may award to other than the lowest-priced quoter if superior past performance warrants a premium.

Addenda to Clause 52.212-2

Evaluation – Commercial Items

1.0 BASIS FOR AWARD.

The Government intends to award one firm-fixed-price contract resulting from this solicitation. This is a commercial acquisition conducted under the authority of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. Formal source selection procedures described in FAR Part 15 and the DoD Source Selection Procedures do not apply to this acquisition.

The Government will award to the responsible quoter whose quote conforms to the solicitation and represents the best value to the Government. The Government will evaluate quotes using a simplified trade-off process. Under this process, Factor 1 (Technical) will be evaluated on an “Acceptable / Unacceptable” basis. For those quoters determined to be Technically Acceptable, the Government will conduct a trade-off between Factor 2 (Past Performance) and Factor 3 (Price).

The Government may award to other than the lowest priced quoter if the Government determines that a premium is warranted for superior Past Performance. The Government reserves the right to award without interchanges (discussions); therefore, the quoter’s initial quote should contain their best terms.

2.0 EVALUATION FACTORS AND RELATIVE IMPORTANCE

The Government will evaluate quotes based on the following factors:

Factor 1 – Technical Factor 2 – Past Performance Factor 3 – Price

Relative Important: Factor 2 (Past Performance) is approximately equal to Factor 3 (Price).

3.0 EVALUATION APPROACH

3.1 Factor 1: Technical

The Government will evaluate the technical quote to determine if it meets the minimum requirement outlined in the Performance Work Statement (PWS). Quotes will not receive qualitative ratings. They will be rated strictly as follows:

· Acceptable: The quote clearly meets the minimum requirements of the solicitation.

· Unacceptable: The quote does not clearly meet the minimum requirements of the solicitation.

· Note: A quote rated “Unacceptable” under Factor 1 is ineligible for award and will not be further evaluated under Factor 2 or Factor 3.

3.2 Factor 2: Past Performance

The Government will evaluate the quoter’s past performance to assess the Government’s confidence in the quoter’s ability to successfully perform the required effort.

· Relevancy: The Government will first determine if the submitted past performance references are relevant (similar in scope, magnitude, and complexity to the PWS).

· Quality/Confidence: For relevant references, the Government will evaluate the quality of past performance (e.g., assessing records in CPARS or returned questionaries).

· Rating: The Government will assign an overall confidence assessment (e.g., High Confidence, Confident, Some Confidence, Low Confidence, Unsatisfactory) based on the combined relevancy and quality of past performance.

· Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorably or unfavorably on past performance and will receive a “Neutral Confidence” rating.

3.3 Factor 3: Price

The Government will evaluate the total proposed price to determine if it is fair and reasonable according to FAR 13.106-3(a). The total value will be the sum of all Contract Line-Item Numbers (CLINs) for the base period and all option periods. Options will be evaluated in accordance with FAR 52.217-5, Evaluation of Options.
