About this file

This is a Scope of Work document from the Rhode Island Department of Transportation (RIDOT) for a standby power infrastructure and generator installation project under RFQ27006835. The project involves furnishing and installing a complete standby power system for a bridge preservation and maintenance facility to maintain operations during electrical outages and provide emergency shutoff capability in case of flooding. The scope encompasses electrical service evaluation and upgrades for a 600-amp, three-phase, 120/208-volt service; installation of a 35-40kVA diesel-fueled standby generator with exterior-rated quick-connect cabinet cam-lock system; an automatic transfer switch and emergency shutoff disconnect located on high ground adjacent to Allens Avenue; fuel system components including tanks, piping, and containment; civil site work including an equipment pad suitable for temporary and future permanent generator installation; and all permitting, inspections, testing, and commissioning. The contractor must provide documented load calculations, ensure infrastructure accommodates future permanent generator installation without major rework, coordinate with utility providers, and deliver the system fully operational.

The project is structured as a lump-sum fixed-fee contract with an anticipated budget not to exceed $150,000 and requires an itemized cost breakdown from the contractor. The contractor must include all labor, materials, equipment, and coordination necessary for project completion and state assumptions regarding existing service capacity. A three-year warranty covering defects in materials, equipment, and workmanship is required, during which the contractor must provide all manufacturer-recommended preventative maintenance, inspections, testing, service, replacement parts, and emergency service calls at no additional cost to the State of Rhode Island, except where damage results from misuse, abuse, or events beyond the contractor's control. Upon project completion, the contractor shall provide a proposed preventative maintenance schedule with recommended service intervals.

RIDOT Bridge Preservation & Maintenance Bid Request - RFQ27006835

Item: Standby Power Infrastructure and Generator Installation

Purpose: To provide standby power capability to maintain facility operations during electrical outages and provide an emergency shutoff disconnect for the facility in case of flooding.

Description: Furnish and install a complete standby power system, including electrical service evaluation and upgrades as required, associated fuel components, site work, permitting, testing, and commissioning. The system shall be delivered fully operational.

The selected vendor shall provide all labor, materials, equipment, and coordination necessary to complete the following:

A. Electrical Assessment & Service Upgrade

• Building is suited for 600 AMP, three-phase, 120 208-volt service.

• Evaluate and confirm existing site conditions and electrical infrastructure to confirm generator sizing and installation requirements.

• Furnish and install upgraded service components if required, including panels, conductors, and related equipment.

• Provide documented load calculations.

B. Standby Power Infrastructure Installation

• Furnish and install a standby generator sized appropriately for facility load, with an anticipated minimum range of 35-40kVA, as final sizing will be verified by the contractor’s load calculation.

• Install exterior-rated generator quick-connect cabinet cam-lock system suitable for temporary portable generator deployment.

• Provide necessary overhead wiring and integration to the building's electrical distribution.

• Provide an automatic transfer switch (ATS) and an emergency shutoff disconnect in accordance with applicable electrical and fuel codes to ensure safety and system protection. The emergency shutoff disconnect should be physically located on the high ground adjacent to Allens Avenue.

• Provide load calculations and generator sizing documentation.

• Ensure infrastructure is sized to accommodate future installation of a permanent standby generator without major rework.

C. Fuel System

• Furnish and install a standby, diesel-only generator sized appropriately for facility load.

• Contractor shall coordinate with the utility provider and include all costs necessary for connection unless otherwise noted.

• Include all required tanks, piping, containment, and safety components for the diesel fuel system.

D. Civil & Site Work

• Provide an equipment pad or a stabilized mounting surface suitable for a temporary generator and future permanent unit installation.

• Install protective bollards as required and restore disturbed areas.

E. Permitting, Commissioning, & Pricing

• Obtain all required permits and coordinate all inspections.

• Test infrastructure under simulated load.

• Provide documentation and basic operational training.

• Lump-sum fixed fee with an anticipated project budget not to exceed

$150,000 and an itemized breakdown required.

• Contractor to state assumptions regarding existing service capacity

F. Warranty & Maintenance

• The contractor shall provide a minimum of a three-year warranty covering defects in materials, equipment, and workmanship.

• The contractor shall include all manufacturer-recommended preventative maintenance, inspections, testing, and service necessary to maintain the standby power system in proper operating condition during the three-year warranty period.

• Warranty service shall include labor, travel, replacement parts, and emergency service calls at no additional cost to the State of Rhode Island, except where damage results from misuse, abuse, or events beyond the contractor’s control.

• The contractor shall provide a proposed preventative maintenance schedule and identify recommended service intervals upon project completion.
