The service will provide weekly and ad hoc reports in English of the main findings, as well as monthly sync meetings to refine the product. The service provider should have a minimum of 5-years of experience in social listening intelligence and analysis in the Panamanian digital landscape.
The Contractor shall provide complete services for the U.S. Embassy Panama – PDS Office.
The contractor shall develop, provide and implement the specific activities below:
I. Social Media Listening Dashboard:
• Tool Coverage: Integration of a minimum of five (5) internationally recognized, secure social media listening tools/platforms, covering at minimum the following source networks: X, Facebook, Instagram, YouTube, and TikTok. The contractor must list each social listening tool/platform on the proposal.
The coverage must include analyzing comments on specific topics on these five platforms.
The coverage should focus exclusively on voices in Panama and/or shared in Panama’s digital landscape, including high impact voices, official voices, emerging conversations and trending topics.
The dashboard should be updated in real-time every 20 minutes, after the data has been made public on social media. The contractor should keep the dashboard updated between 6:00 a.m. and 9:00 p.m.
from Monday to Saturday. The Embassy should have access to the dashboard 24 hours of the day, 7 days a week.
• Security: All tools must meet recognized international data security and privacy standards. The contractor should document the security certifications/compliance of each tool prior to contract award.
• Analytics Depth: The dashboard should provide deep analytics with drill-down capability, allowing Embassy users to move from high-level trends to granular source-level data, including classification of content by topic, sentiment, source type, and reach.
All analytics, classification, and findings provided under this contract should incorporate substantive human analytical review and validation and should not be generated exclusively through artificial intelligence or automated algorithmic processing. The contractor should ensure that a qualified human analyst with a minimum of 5-years of experience reviews, contextualizes, and validates AI-or algorithm-generated outputs prior to inclusion in any dashboard update.
The analysis should identify dominant narratives, early risk warnings, disinformation patterns, public perception and geopolitical analysis, follow up on trending topics or narratives of influence, and provide comprehensive analysis of selected or identified topics and their impact on the United States.
The analysis should filter information to separate meaningful signals from background noise, ensuring only strategically relevant content reaches Embassy reporting. This includes identifying bot-farms, paid campaigns, suspected coordinated inauthentic behavior, anomalous amplification, bot-like activity, and paid/sponsored amplification, and excluding this content from the narrative and
Social Listening Dashboard and Strategic Intelligence Service - PDS 19PM0726Q0031 sentiment analysis to ensure the result is accurate, with the methodology and confidence level disclosed.
The sentiment analysis should cover 100% of publications on the specified topic and should not be limited to a sample or percentage of publications.
The dashboard should compile and interpret publications and metrics, adding analytical value to the digital conversation and provide enough comprehensive information to understand how public conversation is built on social media, and the strategic implications it can have for the embassy's interests.
Beyond the data compilation, the dashboard and added services should allow the Embassy to contextualize information, identify relevant narratives and their evolution, determine risks and opportunities, interpret dynamics, filter relevant information and generate key signals on evolving narratives.
• Topics of Interest: The dashboard should focus exclusively on topics of interest designated by the
Embassy. The number of topics must be unlimited, and the Embassy may add, modify, or retire topics at its discretion throughout the period of performance.
• Exclusivity of Results: All data, dashboards, findings, and derived intelligence products should be shared exclusively with the Embassy. The contractor should not use, repurpose, or disclose Embassy-specific findings, queries, or thematic configurations for any other client or purpose. Embassy queries, configurations, bespoke analysis, reports, alerts, and derived products must be treated as confidential.
• Real-Time Visualization: The dashboard should have 24/7 access and should provide real-time visualization of trends, narratives, and key metrics, in a structured format. The contractor should continually modify and edit the dashboard, as needed, to accommodate evolving Embassy requirements throughout the period of performance.
• Template Dashboard: The contractor should provide a template of the dashboard in the proposal.
• Continuous Support Services: The contractor should provide continuous support throughout the period of performance, responding to issues within 30 minutes of notification, including but not limited to: Ongoing updates to keywords and search terms to maintain relevance and effectiveness;
identification of posts or content not currently visible or tracked across relevant platforms;

• Account Access: The contractor shall provide the Embassy with a minimum of three (3) user accounts to accommodate designated users. The platform shall support simultaneous access by authorized Embassy users and provide appropriate administrative privileges to designated Embassy personnel for account and dashboard management. The contractor shall clearly identify any limitations on the number of users, accounts, or simultaneous sessions.
• Export Functionality: The dashboard shall also provide functionality to export underlying data and reporting results in Microsoft Excel (.xlsx) and/or other commonly used, non-proprietary formats.
Exported data shall be available for independent Embassy use and analysis and shall not be restricted to viewing or analysis exclusively within the contractor's dashboard or proprietary platform.
Social Listening Dashboard and Strategic Intelligence Service - PDS 19PM0726Q0031

Initial notification shall be provided within 30 minutes of contractor identification and shall include, at minimum, a description of the development, relevant source content, preliminary assessment of reach and significance, and recommended areas for continued monitoring. Significant developments shall be followed by updated analysis as the situation evolves.
II. Weekly Report:

• Trend comparisons are required, including narrative velocity, unusual spikes, and emerging versus declining narratives.
• The report should also have a network/narrative propagation analysis to know not merely what audiences are saying, but who originated a narrative, who amplified it, how it moved across platforms, and which accounts/communities drove reach.

52.229-12 TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND REPRESENTATION
(FEB 2021)
(a) Definitions. As used in this clause— Foreign person means any person other than a United States person.
United States person, as defined in 26 U.S.C. 7701(a)(30), means–
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 7701(a)(31)); and
(5) Any trust if-
(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and
(ii) One or more United States persons have the authority to control all substantial decisions of the trust.
(b) This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c) (1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the Contractor shall include the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying. In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request. Information about IRS Form W-14 and its separate instructions is available via the internet at www.irs.gov/w14.
(2) If the Contractor is a foreign person and has indicated in its offer in the provision 52.229-11, Tax on Certain Foreign Procurements—Notice and Representation, that it is fully exempt from the withholding, and certified the full exemption on the IRS Form W-14, and if that full exemption no longer applies due to a change in circumstances during the performance of the contract that causes the Contractor to become subject to the withholding for the 2 percent excise tax then the Contractor shall–
(i) Notify the Contracting Officer within 30 days of a change in circumstances that causes the Contractor to be subject to the excise tax withholding under 26 U.S.C. 5000C; and
(ii) Comply with paragraph (c)(1) of this clause.
(d) The Government will withhold a full 2 percent of each payment unless the Contractor claims an exemption.
If the Contractor enters a ratio in Line 12 of the IRS Form W-14, the result of Line 11 divided by Line 10, the Government will withhold from each payment an amount equal to 2 percent multiplied by the contract ratio. If the Contractor marks box 9 of the IRS Form W-14 (rather than completes Lines 10 through 12), the Contractor must identify and enter the specific exempt and nonexempt amounts in Line 15 of the IRS Form W-14; the Government will then withhold 2 percent only from the nonexempt amount. See the IRS Form W-14 and its instructions.
(e) Exemptions from the withholding under this clause are described at 26 CFR 1.5000C-1(d)(5) through (7).
Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C.
5000C tax is a tax matter, not a contract issue.

(f) Taxes imposed under 26 U.S.C. 5000C may not be—
(1) Included in the contract price; nor
(2) Reimbursed.
(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations.
