About this file

This is a Questions & Answers document for Solicitation 19PM0726Q0031 addressing requirements for a Social Media Listening Dashboard and Strategic Intelligence Service.

The document clarifies that the service requires a minimum of five internationally recognized social media listening and/or media intelligence platforms. Each proposed tool must independently meet minimum functionality requirements including the ability to monitor and collect publicly available content from multiple digital and social media sources, conduct keyword-, topic-, account-, or conversation-based searches, track mentions and trends, and provide analytical and reporting capabilities. Relevant functionality may include sentiment analysis, audience or engagement analysis, trend identification, alerts, data visualization, historical analysis, and exportable reports. Individual tools are not required to cover every social media platform identified in the Statement of Work, provided the suite of tools collectively achieves required coverage.

The document further clarifies that the five tools need not provide entirely distinct sources, datasets, capabilities, or analytical functions, and overlapping collection across the tools is acceptable and expected. Tools may differ in source coverage, data access, search capabilities, analytical methodologies, historical data, dashboards, or other features, but each must independently satisfy minimum functionality requirements. Government evaluation of compliance will assess whether the offeror proposes at least five qualifying tools and demonstrates authorized access through licensing or subscription arrangements. Offerors should provide detailed information about each proposed tool's principal functions, source coverage, analytical capabilities, and reporting features.

ANSWER:

The service requires a minimum of five internationally recognized social media listening and/or media intelligence platforms. At a minimum, each proposed tool must be capable of monitoring and collecting publicly available content from multiple digital and/or social media sources; conducting keyword-, topic-, account-

, or conversation-based searches; tracking mentions and trends; and providing analytical and reporting capabilities.

Relevant functionality may include sentiment analysis, audience or engagement analysis, trend identification, alerts, data visualization, historical analysis, and exportable reports. Each individual tool is not required to cover every social media platform identified in the SOW, provided the proposed suite of tools collectively meets the SOW's required coverage.

2. QUESTION: Whether each tool must provide a distinct source, dataset, capability, or analytical function;

ANSWER:

No. Each of the five tools is not required to provide an entirely distinct source, dataset, capability, or analytical function. Each proposed tool must independently meet the minimum functionality described in Question 1.

Tools may differ in source coverage, data access, search capabilities, analytical methodologies, historical data, dashboards, or other features. The Government does not require that each platform provide an exclusive capability or dataset unavailable through the other proposed tools.

3. QUESTION: Whether overlapping collection across the five tools is intended and acceptable; and

ANSWER:

Yes. Overlapping collection across the five tools is acceptable and expected and does not disqualify a proposed tool, provided each platform independently meets the required minimum functionality.

The purpose of requiring multiple tools is to support comprehensive social media and media intelligence analysis through complementary platforms, broader data coverage, and analytical capabilities. The contractor is responsible for synthesizing information from the proposed tools into the monitoring, analysis, alerts, and reporting required by the SOW.

4. QUESTION: How the Government will evaluate compliance with the five-tool requirement.

ANSWER:

The Government will evaluate whether the offeror proposes a minimum of five qualifying social media listening and/or media intelligence tools and demonstrates that it will have authorized access to those tools as necessary to perform the contract.

Offerors should provide sufficient information about each proposed tool, including its principal functions, source coverage, analytical capabilities, and reporting features, to allow the Government to determine whether the proposed solution meets the requirement. The Government may request documentation demonstrating authorized access, licensing, or subscription arrangements as necessary to verify compliance.
