About this file

This is a pricing form exhibit for a Request for Quote issued by the State of Rhode Island's Department of Administration, Division of Purchases, on behalf of the Executive and Judicial Branches, Cities and Towns, and other State entities for retail electric supply service under the MPA 623 Qualified List of Vendors program. The solicitation seeks an all-inclusive fixed rate for electricity supply covering three separate pricing groups with approximately 2,196 total accounts across multiple service periods. Pricing Group 1 encompasses approximately 2,185 accounts with an October 2026 service start date, Pricing Group 2 consists of one University of Rhode Island main account starting October 2026, and Pricing Group 3 includes ten NBC accounts with a June 2027 service start date. Vendors must submit completed pricing forms by June 22, 2026 at 12:00 PM Eastern Prevailing Time, offering prices across four service durations (12, 24, 36, and 48 months) with three renewable energy options per duration: Base pricing with no additional voluntary renewable energy, Base plus Green-e Certified RECs, or Base plus ISO-NE sourced RECs. The contract structure allows for multiple suppliers to be selected, with no more than one supplier per pricing group.

All pricing must be submitted as a firm, fully-bundled, weighted average fixed price per kilowatt-hour and must include generation costs, capacity charges, ancillary services, ISO-NE and NEPOOL-imposed costs, Renewable Energy Standard compliance costs, supplier margin, and a $0.000375 per kWh consultant fee payable to NORESCO. The State of Rhode Island is exempt from Gross Receipts Tax, which should not be included in bids, and pricing shall exclude local delivery service and utility charges as all accounts will receive Utility Consolidated Billing. Capacity costs are fixed for the contract duration with potential rate adjustment eligibility beginning in June 2028 only if ISO-NE implements material methodology changes. The solicitation specifies that renewable energy requirements represent the difference between 100% of the State's usage and the State's annual RES compliance percentage, with suppliers required to provide annual documentation of REC retirements and retirement verification to the Rhode Island Office of Energy Resources and participating entities.

SOLICITATION SPECIFICATIONS

QLV- QUALIFIED LIST OF VENDORS

TITLE: MPA 623 RETAIL ELECTRIC SUPPLY SERVICE, REQUEST FOR QUOTE

EXHIBIT 2: PRICING REQUIREMENTS AND PRICING FORMS

CONTENTS

1. PRODUCT DEFINITION & PRICING REQUIREMENTS

2. PRICING OPTIONS AND PRICING FORMS

1. PRODUCT DEFINITION AND PRICING REQUIREMENTS

As presented in the Request for Quote the electric accounts contained within this process are separated into three (3) Account Groups, defined as Pricing Group 1, Pricing Group 2, and Pricing Group 3. For each of these Groups, the State is seeking pricing for multiple durations, each with 2 different voluntary renewable energy options as well as a base option exclusive of voluntary renewables, as outlined below.

Note that some accounts in this process have a later Service Start Month than others; regardless of the contract duration ultimately selected by the State, it is the State’s goal to have a coterminous expiration month for all accounts.

PRODUCT DESCRIPTION: ALL-INCLUSIVE FIXED RATE

The State is seeking a firm, fully-bundled, all-inclusive weighted average fixed price per kWh of electricity. The rate offered for each Pricing Group must be the same for all accounts within the Group.

· The State is seeking an all-inclusive, fixed supply price per kWh. As applicable, this shall include, but not be limited to, all costs or other requirements to furnish energy (generation), Capacity, installed capability, operable capability, operating reserves, Day Ahead Ancillary Services Initiative (“DASI”), automatic generation control, uplift costs, congestion charges, line losses and any other generation-related ancillary services, expenses or charges incurred to provide full-requirements service; also, costs imposed by NEPOOL and/or ISO-NE, RES (Renewable Energy Standard) costs, any additional renewable energy costs, supplier margin, consultant fee and any other applicable fees or costs.

· Costs related to ISO-NE’s Day Ahead Ancillary Services Initiative (“DASI”) are not eligible for any change in customer contract rate throughout the resulting term of the agreement due to Change in Law.

· Costs related to Capacity are not eligible for a change in customer contract rate until at least June 2028. The State is seeking an agreement where Capacity will be fixed for the duration of the contract. However, if there is a material, incremental increase in Capacity costs or rates (versus the then-current Capacity costs or rates) that results from a change in ISO-NE's methodology and process for determining Capacity costs, the State will not unreasonably withhold review, consideration and potential approval of a request for a change in rate due to this potential incremental change in Capacity cost beginning in June 2028.

· The State will not grant a change in contract rate that is the result of a change in utility-assigned Peak Load Contribution PLC (kW) values, or “utility tags”.

· Consultant/broker fee: NORESCO’s fee is $0.000375 per kWh. This fee is to be included in all supplier bid prices and will be paid by the winning Supplier(s) directly to NORESCO for all consumption used by the accounts throughout the duration of the resulting agreement(s).

· The State of Rhode is exempt from Gross Receipts Tax (GRT) and thus it should not be included in pricing submissions.

· Pricing herein shall not include any local delivery service or related LDC (utility) charges.

· All accounts in this process are to receive Utility Consolidated Billing (UCB).

SERVICE PERIOD

· The State will be seeking pricing for multiple Service Period durations: 12 months, 24 months, 36 months, and 48 months. Note that Pricing Group 3 contains alternate durations due to the (later) start month.

· Pricing Group 1 Service Period Most accounts in Pricing Group 1 will have a start month of October 2026 (1st meter read date on or after October 1, 2026).

Some Participating Entities have accounts that will have a later Service Start Month; these are identified in the Request for Quote and in the attached Excel spreadsheet (Exhibit 1). For accounts with a later Service Start Month, these accounts will have a shorter overall Service Period Duration. All accounts are expected to have the same Service Period ending month.

· Pricing Group 2 Service Period The Service Start Month for Pricing Group 2 is October 2026.

· Pricing Group 3 Service Period The Service Start Month for Pricing Group 3 is June 2027.

VOLUNTARY RENEWABLE ENERGY REQUIREMENTS

The State is seeking to include an amount of Voluntary Renewable Energy that represents the difference between 100% of the State’s usage vs. the State’s annual RES % compliance requirement, as follows: RES % + Incremental Voluntary Renewable % = 100%.

The State is requesting pricing for the following two (2) Voluntary Renewable Energy product options:

Voluntary Renewable Option 1: Green-e Certified RECs Total annual deliveries under this contract must include the procurement and retirement of RECs that are produced from a Green-e certified renewable energy resource, which should be from Green-E certified National Wind/Solar sources. These RECs must be verified, documented, and retired in the name of each Participating Entity in this package, as applicable. On an annual basis, the winning energy supplier is required to provide documentation and evidence of the quantity, type, and geographic source of each Renewable Energy Certificate to the Rhode Island Office of Energy Resources.

Voluntary Renewable Option 2: ISO-NE sourced RECs Total annual deliveries under this contract must include the procurement and retirement of RECs that are produced from renewable energy source(s) that are compliant with the Rhode Island Renewable Energy Standard (RES). These RECs can be new or existing (these RECs can be existing hydro). These RECs must be minted and settled in ISO-New England (in NEPOOL GIS). The winning energy supplier is required to report the quantity and source(s) of RECs retired in NEPOOL GIS to meet this requirement no less than annually and to provide such reporting directly to the Rhode Island Office of Energy Resources.

Each Pricing Group contained herein may elect to include the voluntary renewable energy option of their choice, or to exclude the addition altogether (base option).

Evidence of Annual REC Retirements The winning supplier is required to provide to each Participating Entity included in this RFQ annual documentation confirming that the applicable Renewable Energy Certificates have been retired in the name of each Participating Entity. The winning supplier is expected to inform the State of the anticipated timeline for receiving applicable documentation/certificates annually.

OTHER PRICING REMINDERS

· There are three (3) Pricing Groups in this RFQ, each with their own Pricing Form sheet.

· Each of the three (3) Pricing Form pages should include the Bidder Company’s name.

· Suppliers are encouraged, but not required, to offer pricing for all pricing options.

· Reminder that all billing in this agreement must be Utility Consolidated Billing.

· More than one supplier may be selected in this process. No more than one supplier per Pricing Group may be selected.

· Add/Delete provision will be administered on a per-Pricing Group basis.

2. PRICING OPTIONS AND PRICING FORMS

All pricing options are shown in the three Pricing Form tables, below. There is one Pricing Form for each of the three (3) Pricing Groups in this RFQ. All bid prices are to be submitted by no later than 12:00 PM Eastern Prevailing Time on Tuesday, June 22nd. After the bid process has concluded, the State will select the option(s) that, in its sole determination, best meet the State’s needs. No bids, or modifications to submitted bids, will be accepted or entertained after the submission deadline.
