About this file
This is a Request for Qualifications (RFQ) proposal document submitted by Terracon Consultants, Inc. to the City of St. Petersburg, Florida for an ongoing continuing contract to provide Geotechnical and Miscellaneous Materials, Testing and Inspection Services. The scope of work encompasses field inspection, testing, evaluation, laboratory analysis, report preparation, construction inspection, geotechnical engineering, materials testing, environmental consulting, asbestos services, threshold inspections, and related services as needed. Terracon proposes a team led by Contract Manager Craig M. Anstett, P.E., with Project Manager Doug Dunkelberger, P.E., and Assistant Project Manager Stephen C. Knauss, P.E., supported by six additional professional engineers and specialized technicians. The RFQ was issued on October 6, 2021, with Terracon's proposal submitted on November 9, 2021. The contract is structured on a continuing services basis with task orders issued as needed, with compensation on a lump-sum or task-by-task basis using flexible fee arrangements rather than fixed contract amounts.
Terracon demonstrates extensive qualifications through over 53 years of geotechnical engineering experience and operations in Tampa since 1994, having completed over 500 projects within St. Petersburg city limits. The firm currently serves as the incumbent contractor and emphasizes local resources including a 12,000-square-foot office with 25 staff members, state-certified laboratory facilities, and a full fleet of drilling equipment including truck-mounted rigs, CPT equipment, and specialized testing capabilities. The proposal highlights existing continuing contracts with Pinellas County, Hillsborough County, City of Tampa, and other regional municipalities totaling hundreds of thousands in annual fees. Terracon proposes utilizing subconsultant Ambient Technologies, Inc./GeoView, a Florida-certified MBE/SBE firm, to support contract objectives. The firm commits to immediate emergency response without formal requests, maintains comprehensive quality assurance and quality control programs, and emphasizes safety through an Incident and Injury-Free culture. No specific contract value or budget parameters are identified in the proposal, as compensation will be determined through individual task orders and fee schedules established on a project-by-project basis.

RE: RFQ No. 8168: Consulting Services, Geotechnical and Misc. Materials, Testing and Inspection Services
Dear Selection Committee Members:
Terracon Consultants, Inc. (“Terracon”) is pleased to present our qualifications to the
City of St. Petersburg (City) for the Consulting Services Contract for Geotechnical, Materials Testing and Inspection Services. We understand that the City’s scope of work consists of field inspection, testing, evaluation, review and analysis of laboratory data, report preparation, consultation, and meetings. Services may also include cost estimates, construction inspection and evaluation, and related services as needed.
Terracon is an employee owned engineering firm (ENR Rank 24) in the U.S. that has been providing quality services to clients since 1965. Since then, Terracon has evolved into a successful multi-discipline firm specializing in geotechnical, materials testing, environmental and facilities services. The size and longevity of Terracon offers stability for the City during a multi-year contract and provides extra resources for complex and/or large-scale projects. The real strengths, however, are in the local office represented by a staff of 25 including six professional engineers with a combined 200 years of local experience. The staff includes a team of field technicians, a drill crew, and laboratory personnel working within a State-certified soils and materials testing facility. The local office includes the in-house staff and equipment necessary for a timely and cost-effective response to the needs of this contract.
Terracon will serve the City using the resources of our 12,000 square feet local office, located in Hillsborough County (Tampa). Terracon’s Tampa office opened in 1994 and has completed more than 500 projects within the City limits over the past 27 years. That data is stored in a GIS platform and immediately available for an efficient, experienced -based approach to City projects.
We appreciate the opportunity to submit our proposal in accordance with the requirements of the City’s RFQ. Terracon looks forward to the opportunity to further present our qualifications to you. If you have any questions or comments regarding the information presented herein, please feel free to contact us.
Sincerely, TERRACON CONSULTANTS, INC.
