About this file
This document is a Statement of Qualifications (SOQ) letter and proposal submitted by AREHNA Engineering, Inc. to the City of St. Petersburg, Florida in response to Request for Qualifications (RFQ) No. 8168 for Consulting Services in Geotechnical and Miscellaneous Materials Testing and Inspection Services. The RFQ was publicly noticed on October 6, 2021, with the SOQ submitted on November 9, 2021. AREHNA proposes to provide comprehensive geotechnical engineering services, in-house materials testing (soils, asphalt, and concrete), drilling and coring operations, and construction inspection services on an as-needed task order basis. The firm has assembled a team including two subcontractors: GeoView, Inc. (a subsidiary of Ambient Technologies, Inc.) for geophysical services and Brightwater Solutions, LLC for environmental services. The proposed contract is a multi-year architect/engineer agreement with a project manager (Jessica McRory, PE) designated as the primary point of contact located at AREHNA's Tampa, Florida office.
AREHNA's qualifications include prequalification in Florida Department of Transportation (FDOT) Work Groups 9.1, 9.2, 9.3, 9.4.1, 9.4.2, 9.5, and 10.3, with demonstrated experience on thousands of geotechnical projects for municipalities, counties, and state agencies throughout Florida. Key personnel include senior geotechnical engineers with 14 to 28 years of experience, all possessing current Professional Engineer licenses in Florida. The firm emphasizes in-house laboratory services accredited by AASHTO, owned drilling and coring equipment (3 drill rigs and 4 core rigs), and established experience with the City of St. Petersburg on similar continuing services contracts dating from 2017 to present. No specific contract value, pricing terms, or insurance requirements are detailed in this SOQ submission; compensation would be structured through individual task orders on a lump sum or not-to-exceed basis as referenced in the broader RFQ solicitation. The SOQ is valid for a minimum of 90 days and confirms AREHNA's commitment to the full contract term.
