Summary: RFQ No. 8168 Response - Consulting Services, Geotechnical and Miscellaneous Materials Testing and Inspection
This document is a Statement of Qualifications response submitted by Universal Engineering Sciences (UES) to the City of St. Petersburg, Florida for RFQ No. 8168 regarding Consulting Services for Geotechnical and Miscellaneous Materials Testing and Inspection. The RFQ was issued on October 6, 2021, with a submittal deadline of November 9, 2021 at 3:00 PM. UES proposes to provide on-call geotechnical engineering, construction materials testing, and threshold inspection services for the City. The scope encompasses geotechnical exploration through Standard Penetration Test (SPT) borings and soil sampling; construction materials testing including concrete, asphalt, and soils testing; and threshold inspection services for structures exceeding three stories or 50 feet in height. UES's proposed project team is led by Robert Gomez, PE, Regional Manager of the St. Petersburg branch (located at 3018 22nd Ave S, St. Petersburg, FL 33712), with support from Surendra V. Sagi, PE (Senior Geotechnical Engineer), William Trey Pippin, EI (Staff Engineer), Christopher Dillon (CSD Manager), and specialized threshold inspectors. The firm emphasizes its 57-year history, nearly 2,500 full-time employees, and 60 operational locations nationwide, with significant local experience in the St. Petersburg and Pinellas County area over more than a decade.
The response demonstrates extensive relevant experience through seven detailed example projects completed in the St. Petersburg area between 2020 and 2021, including major projects such as Saltaire St. Petersburg ($640,000), Waterview Apartments ($220,000), and various geotechnical explorations for commercial and municipal facilities. UES proposes rapid response capabilities, with typical geotechnical report turnaround times of two weeks (reducible to three days if necessary) and materials testing report turnarounds of two to three days. The firm provides comprehensive quality assurance procedures including peer review programs, equipment calibration, technician certifications, and multi-level report reviews by registered engineers. UES operates redundant laboratory systems, maintains AASHTO Materials Reference Laboratory, Cement/Concrete Reference Laboratory, and FDOT accreditation, and owns an extensive fleet of specialized drilling equipment and field vehicles including propane-converted green vehicles. The proposal includes detailed organizational charts, resumes of key personnel with relevant project experience, and references from recent clients including AJAX Building, LEMA Construction, and Sweet Sparkman Architects. UES reports no contractual failures, no judgments exceeding professional liability insurance deductibles, and no debarments or suspensions from federal or governmental agencies in the past five years.

Proposed Whole Foods and 40th Avenue Reconstruction (St. Petersburg, Florida)
S.J. Collins Enterprise
Universal Engineering Sciences, LLC St. Petersburg, Florida Geotechnical Engineering/Materials Testing
UES completed a geotechnical subsurface exploration for the Proposed Whole Foods store and 40th Avenue reconstruction project located at 38th Avenue North and 3rd Street North. The development will consist of a 40,000 square feet one-story building and associated parking is being considered at the property.
The purpose of our exploration was to:
■ Explore the general subsurface conditions at the site,
■ Interpret and review the subsurface conditions with respect to the proposed construction, and
■ Provide geotechnical engineering recommendations for foundation, grade slab, and pavement and roadway design, box culvert design, and site preparation.
The subsurface conditions were explored by drilling and sampling nine Standard Penetration Test (SPT) borings within or near the building footprint to a depth of 25 feet below the existing ground surface (bgs) and nine SPT borings in the proposed pavement areas. Three piezometers were installed to monitor groundwater levels. We performed the Standard Penetration Test using our Diedrich D25 drill rig utilizing mud rotary procedures according to the procedures of ASTM D-1586, with continuous sampling performed above a depth of 10 feet, to detect slight variations in the soil profi le at shallow depths, and then at fi ve-foot intervals thereafter. The basic procedure for the Standard Penetration Test is as follows: A standard split-barrel sampler is driven into the soil by a 140-pound hammer falling 30 inches. The number of blows required to drive the sampler one-foot, after seating six inches, is designated the penetration resistance, or N-value; this value is an index to soil strength and consistency. UES provided additional testing and provided a report to include box culvert recommendations based on the additional borings.
Cost: $11,000.00

Universal Engineering Sciences, LLC St. Petersburg, Florida Geotechnical Engineering/Materials Testing
UES completed a geotechnical subsurface exploration for the Proposed Skyway Lofts Apartments (FKA Avery Commons) located at 3900 34th Street South. The project involved the design and construction of new four-story apartments. The site previously consisted of two-story apartments that were demolished for the new construction. The new apartments have maximum column and wall loads at 400 kips and 14 kips per linear foot or less, respectively.
The purpose of our exploration was to:
■ Better understand the in-situ stiffness and strength of the soil,
■ Interpret and review the subsurface conditions with respect to the proposed construction, and
■ Provide geotechnical engineering recommendations for foundation, grade slab, and pavement design, and site preparation.
UES perfromed SPT borings, CPT soundings, and Pressuremeter testing. Pressuremeter testing is an in-situ test used for value engineering that most fi rms in the area do not offer. This technology allows UES to reccomend 4,000 to 6,000 psf bearing pressure for shallow foundations with maxmimum estimated settlements of one inch or less in applicable soils, saving the client signifacant cost on foundations.

Universal Engineering Sciences, LLC St. Petersburg, Florida Geotechnical Engineering/Materials Testing
UES completed a subsurface geotechnical exploration for the St. Pete Sanitation Department Building located at 2001 28th Street North. The project involves the demolition of two existing buildings and the construction of a new Sanitation Department Building at the location.
The purpose of our exploration was to:
■ Explore the general subsurface conditions at the sites,
■ Interpret and review the subsurface conditions with respect to the proposed construction,
■ Provide geotechnical engineering recommendations for foundation, grade slab, and pavement design, and site preparation, and
■ Provide Drainage Design Soil Parameters for stormwater pond design.
The subsurface conditions were explored by drilling and sampling four SPT borings within or near the building footprints to a depth of 25 feet below the existing ground surface (bgs) and four hand auger borings in the proposed pavement areas. Two Double Ring Infi ltration (DRI) tests were performed at the requested locations. We performed the Standard Penetration Test using our CME truck-mounted drill rig utilizing mud rotary procedures according to the procedures of ASTM D-1586, with continuous sampling performed above a depth of 10 feet, to detect slight variations in the soil profi le at shallow depths, and then at fi ve-foot intervals thereafter.
Cost: $4,700.00

Geotechnical Exploration & Pilot Boring Study at Saltaire St. Petersburg (St. Petersburg, Florida)
Kt St Pete Bay Front, LLC
Universal Engineering Sciences, LLC St. Petersburg, Florida Geotechnical Engineering/Materials Testing
UES completed a geotechnical exploration and pilot boring study for the proposed Saltaire Tower project located at 301 1st Street S, in downtown St. Petersburg, Florida. UES previously issued a geotechnical report back in 2019 for the Alternate Foundations for Five-Story Hotel Parking Garage.
The project consists of a 35-story high-rise structure which is designed with post-tension decks, reinforced concrete, and masonry walls. The structure will be supported on drilled shaft foundations. A slab on grade is planned for the ground level fl oor. The structure consists of approximately 69,000 SF footprint area for the fi rst eight levels, and transitions to approximately 26,000 for the upper levels to the 35th fl oor. UES performed 112 SPT borings, test pits, and CPT soundings for drilled shaft and stone column design.
The test borings performed for this study typically encountered very loose to very dense sandy soils with varying amounts of silt and clay in the upper 60 to 80 feet underlain by hard to very hard clay to depths of 95 to 105 feet underlain by weathered limestone to the maximum explored depth of 170 feet below existing grade. In general, the upper competent limestone formation was generally encountered between 95 and 105 feet below existing grade.
UES provided value engineering services and based on our extensive experience in downtown St. Petersburg were able to shorten drilled shaft lengths that were recommended by another Geotechnical Engineering fi rm. This resulted in signifi cant savings in foundation costs for the client.
Cost: $640,000.00

UNDERSTANDING OUR GROWTH
In early 2020 the geotechnical landscape was forever changed by the unprecedented union of a few like-minded, leading engineering firms.
Complementary in professional services, core values, and customer service centric views, Universal Engineering Sciences, Inc., GFA International, Inc., Contour Engineering, and NOVA
Geotechnical & Inspection Services merged to form the Universal Engineering Sciences family of companies (UES)— the largest, most experienced, resource-rich organization of its kind in the U.S.
The success of this union was based on many key factors, one of which was geographic location.
While Universal Engineering Sciences and GFA International maintained a substantial market share throughout Florida, an established, well-respected firm in Georgia was needed to secure UES’ presence as an industry leader in the southeast—Contour Engineering was such a company. Founded in 2000 and led by James Rebeiz and David Hesterlee, Contour has provided geotechnical engineering, environmental/natural resource consulting, and construction materials testing services throughout Georgia and Alabama and has developed a reputation for fast and accurate testing and superior client service.
After merging with the UES family, it was decided that due to its brand-identity, Contour would maintain its name for the foreseeable future while inheriting all of the resources, technology, and strengths that accompanied the merger.
With the southeast well-in-hand, a similar acquisition was necessary out west in order to accommodate UES’ vision for growth.
Headquartered in Las Vegas, Nevada since 2001, NOVA Geotechnical & Inspection Services led by James Bristow (now UES President of Western Division), was ideally suited to pioneer the company’s westward expansion and to serve as the base of operations for our western division.

TECHNOLOGY AND
EQUIPMENT CAPABILITIES
UES relies upon a comprehensive system of software, both licensed and proprietary, to successfully manage our day-to-day operations and all aspects of a project.
At the top level, our company utilizes Microsoft Windows 10 on all PCs in conjunction with Office 365, Sophos Cyber Security, Fortinet Firewall and Ransomware, a secured VPN, and GoToMeeting.
But, at the center of our operations side lies Deltek Vision. Vision is an established industry standard and used extensively throughout the A/E/C community. This software serves as our main database capturing every project detail, such as the scope of work, duration, subconsultants used, and primary personnel. It also houses all of our client-base information and allows for detailed report generation. Another important function of Vision
Universal Engineering Sciences | 28 is billing. The book-keeping capabilities of this component are made possible due to the massive amount of captured project and client information.
To ensure that all of these systems work seamlessly together, UES has on staff a full-time Application Business Analyst and Software Developer.
Field Data Collection (FDC) FDC is proprietary software used by UES technicians to gather testing data. Following a client’s request for service, a work-order will immediately be created and a UES field technician will be scheduled and dispatched to the test site. For this task, a second piece of proprietary software entitled Dispatch is used to manage all incoming requests, the subsequent work-orders, as well as the progress of the technician and the tracking of the samples.
With the use of remote devices in the field, the information gathered by the technicians is saved and transmitted to our office where, in conjunction with samples taken from the field, lab tests are performed and recorded. The resulting data is uploaded to our dispatch and scheduling application where reports are generated and reviewed by a project manager for quality. Once approved, the reports are then sent electronically to the client.
This entire process begins and ends with the client—a fact that every UES employee involved in the process understands. We strive to deliver fast, accurate results.
The Fleet/Green Vehicles UES has made it a point to own all of the equipment and vehicles that we use. This lack of debt contributes to our financial stability and gives our field crews and technicians a sense of pride and ownership resulting in better upkeep and care given to our vehicles.
Our local St. Petersburg Branch utilizes a private fleet of field vehicles, some of which have been converted to run on propane. This fuel source burns clean and has far less emissions than traditional gasoline or diesel powered engines.
