FA3016-25-Q-6131
Laboratory Grade Water Purification System
This solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are for two (2) Laboratory Grade Water Purification Systems. This solicitation is being issued as a Request for Quotation (RFQ): FA3016-25-Q-6131. Please respond to this RFQ no later than 10:00AM CST, 25 July 2025 (or sooner if possible) to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before the award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.
1. This is a notice that this order is a 100% Small Business Set-Aside in accordance with FAR 19.502-2. Only quotes submitted by small businesses will be accepted by the Government. The associated NAICS is 339999 and PSC is 4610.
2. Basis for Award. 502d CONS/JBKBA will issue a purchase order to the quoter who is determined to offer the best value to the Government.
3. 52.212-2, Evaluation of Commercial Items: For this procurement, best value determination will be based on a Lowest Price Technically Acceptable (LPTA) approach. For this Request for Quote (RFQ), best value means a single award will be made to the contractor whose services are technically acceptable, quotes the lowest overall total evaluated price, and has been determined to be a responsible contractor IAW FAR Part 9.
a. The following process will be followed:
1. Quotes initially will be ranked based on total evaluated price.
2. If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price.
3. The technical evaluation team will evaluate the factor(s) identified below. For the quote to be technically acceptable, all the technical factors must be rated as acceptable. The failure of an Offeror to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award. The technical factors will receive one of the ratings listed below:
• Acceptable: Quote clearly meets the minimum requirements of the solicitation in accordance with the Performance Work Statement (PWS).
• Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation in accordance with the Performance Work Statement (PWS).
4. Technical Factors: The Government will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 3. The failure of a quote to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award.
• FACTOR 1, Conformance to the Performance Work Statement (PWS). Offeror shall clearly state that the contractor is capable and able to fully complete the requirement in accordance with this RFQ and Performance Work Statement to include meeting the required delivery schedule.
1. The standard has been met when: The offeror has clearly indicated in quote full capability to complete the requirement in accordance with the RFQ and PWS. Failure to state this capability will render the quote as technically unacceptable.
a. Discussions: The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
2. Mandatory Registrations: To be eligible for award, registration with the System for Award
Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/ and provide mandatory information.
