About this file

This Request for Information (RFI) document contains clarifying questions and responses regarding a Laboratory Grade Water Purification system solicitation for the 59th Medical Wing at Wilford Hall, JBSA Lackland, TX. The RFI addresses three key technical inquiries: (1) a request for photographic documentation of the existing water purification system, (2) confirmation of an acceptable sanitization chemical replacement (Effersan instead of discontinued Minncare), and (3) clarification on residual test strip frequency testing protocols.

The related federal contract opportunity (Solicitation Number: FA301625Q6131) involves supplying, installing, and commissioning two Type 1 Reagent Grade Laboratory Water Filtration Systems for the Department of the Air Force Air Education and Training Command. The contractor must provide all necessary tools, labor, equipment, materials, services, personnel, training, and shipping to install systems in Building 4554, Room 0B601A, meeting specific water quality standards for sensitive laboratory and research applications. The systems will be installed at Wilford Hall Ambulatory Surgical Center, with comprehensive training required for 59th MDW personnel.

Request for Information

Question #1: Existing System Identification:

Would it be possible to obtain photos of the currently installed water purification system or the installation area? This will help us confirm whether this is a replacement of an existing unit or a new installation and allow us to better align our proposal with site conditions.

Government Response:

Please see below for pictures.

Question #2: Sanitization Chemical – Minncare vs. Nil-8:

The PWS references the use of Minncare for sanitization; however, we’ve confirmed that Minncare has been discontinued. Could Nil-8, a chemically equivalent replacement, be used in its place?

Government Response:

Customer currently uses Effersan as the new equivalent.

Question #3: Residual Test Strip Frequency:

The PWS references monthly residual testing using strips. Since sanitization is only conducted annually, should monthly strip testing still be included, or would an annual test be sufficient?

Government Response:

Sanitization is conducted as needed. If the test strip comes back with a contaminate, the tank will be emptied and sanitized to keep tests as accurate as possible.
