About this file

This Request for Information (RFI) document appears to be an additional clarification request related to a specific section of the Performance Work Statement, specifically addressing Section 2.1's Total Organic Carbon (TOC) specification limit. However, the content of the actual clarification request is truncated in the provided document.

The associated federal contract opportunity involves the Department of the Air Force Air Education and Training Command procuring two Type 1 Reagent Grade Laboratory Water Filtration Systems for the 59th Medical Wing at JBSA Lackland, Texas. The solicitation (FA301625Q6131) is a 100% Small Business Set-Aside under NAICS code 339999, with quotes due by 10:00 AM CST on July 25, 2025. The systems must meet stringent water quality standards, including TOC less than 50 ppb, 18.2 MO resistivity, and bacterial growth under 1000 cfu/mL. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, reviewing the three lowest-priced quotes for technical acceptability. The contractor must provide comprehensive system installation, training for 25 personnel, and a one-year warranty, with work performed during normal duty hours and requiring appropriate base access and security clearance.

Request for Information (Additional Clarification Request) Question #1. TOC Specification Clarification:

Section 2.1 of the Performance Work Statement lists the TOC limit at <50 ppb, consistent with CLRW standards. However, Section 1.3.2 describes the water as Type I laboratory grade, which under ASTM D1193-06 typically requires TOC <10 ppb.

Could the government clarify which TOC threshold governs this procurement?

Government Response: The basic specifications for CLRW are: 10 cfu/ml for bacterial contamination. Resistivity of 10 megaohm@25C as dispensed.

Question #2. Validation Protocols:

Are there any specific validation protocols or documentation requirements expected post-installation to verify conformance with water quality standards (e.g., TOC/resistivity testing, certificates, startup reports, etc.)?

Government Response: Regularly test your purified water to ensure it meets these specifications. This involves measuring parameters like resistivity, TOC, and bacterial counts.

•Resistivity: Measured by a resistivity meter.
•TOC: Measured by a TOC analyzer, utilizing methods like wet chemical oxidation or high-temperature catalytic oxidation.
•Bacteria: Assessed through viable plate counts.
•Particulates: Ensure the water purification system includes appropriate filtration, such as 0.22 µm membrane filters, which is the final step in producing CLRW.

Question #3. Optional Pretreatment – Water Softener:

Would the government be open to vendors including an optional soft water pretreatment system in their proposals, if it supports longer system life or improved performance?

Government Response: Yes the government will accept the inclusion of a water pretreatment system.
