Cold Chain Packaging Thermal Shipping Containers Testing Procedures
Commercial Item Description (CID) A-A-0059195G 22 Oct 2015 First Article Test (FAT) Procedures and Processes
Prior to the start of the contract, the contractor will provide the contractor’s inspection and test reports if the Government does not posses them, to the Government for examination and testing to determine compliance with the requirements of the specification. The testing and or review will be performed by Government or independent technicians. It will consist of review or test procedures designed to occur in proper order to maximize the testing material. Each test will consist of a grade of pass or fail. A description of the test and criterion is shown below. A failure in any one test of the pass/fail criterion below will indicate a sample submission is not Technically Acceptable. The following criterion will be utilized to evaluate all containers on a Pass/Fail basis unless otherwise specified.
The contractor shall provide one (1) sample of each container size for evaluation to the Government.
The Government will evaluate submitted containers in accordance with the following test plan and CID A-A-0059195G (22 Oct 2015).
Visual Material: Review contractor provided documentation to verify that the material supplied is in accordance with Paragraph 3.1 Material.
Construction & Design: Inspect containers for construction and design conformance as per Paragraph 3.1 Material (3.1.1.2, 3.1.1.3, 3.1.2.1 & 3.1.2.2), Paragraph 3.3 Design and Figure 1 Revised Date (20 Aug 2010).
Workmanship: Verify workmanship of each container is per Paragraph 3.5 Workmanship.
Markings: Verify container markings as per Paragraph 6.3.1 Unit. Each container shall be marked in accordance with commercial practice. Markings shall include the box maker’s certificate, National Stock Number (NSN) or commercial part number (P/N), container size, the contract/order number, manufacturer’s name and date of manufacture, and any additional markings specified in the contract or order.
Dimensional Verify container dimensions are in accordance with Paragraph 3.2 Cavity, cargo box insert, and fiberboard barrier dimensions, Paragraph 7.2 Dimension Requirements and Table I – Thermal Shipping Containers.
Functional/Physical Packaging: Pack each container with required gel packs, temperature monitor and product. Substitution for actual medical product can be made for testing purposes.
Substitute should be similar in size & weight.
Visual: Verify all components fit into the Cavity (Cargo Space) and the container can be sealed without bulging the top, bottom and sides.
Weight: Weigh each fully loaded container. Fully loaded container weights are IAW Table I.
Evaluations will be on a Pass/Fail basis. A failure in any one of the above requirements constitutes a failure for that sample. A failure on any of the samples submitted constitutes a Not Technically Acceptable Technical Rating.
