About this file

This is Addendum No. 2 to Request for Quotation RFQ-26-043-FH for the Eastmonte Park Outfield Netting Replacement (Field 1) project, issued by the City of Altamonte Springs, Florida on January 7, 2025. The addendum addresses clarifications regarding netting panel configurations, standoff bracket specifications, existing hardware details, and general contractor licensing requirements. The City confirmed that bidders may submit either one (1) net panel or three (3) net panels per pole-to-pole opening, indicating flexibility in design approach. The addendum clarifies that standoff brackets are intended to prevent netting from rubbing on concrete poles and minimizing wind damage, with no specific City-engineered design required. The existing hardware for the current system was galvanized and met the City's operational needs; contractors should refer to Exhibit A of Addendum No. 1 (dated December 18, 2024) for detailed specifications and verify cable sizes if the new system includes changes to net dimensions.

The addendum confirms that a General Contractor's license is not required to bid on this project, allowing specialized netting system providers to submit bids directly without subcontracting arrangements. All quotes must include new hardware regardless of the existing system's condition. The project location is identified as 830 Magnolia Drive, Altamonte Springs, Florida 32701. Bidders are reminded that only written questions answered through formal addendum are binding, with no legal effect granted to oral interpretations. Respondents must acknowledge all issued addenda to avoid having their submissions deemed non-responsive.

EASTOMENTE PARK OUTFIELD

NETTING REPLACEMENT

Addendum No. 2

DATE: January 7, 2025 TO: All Interested Bidders and Parties FROM: Fabio Henao, CPO

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

Q1: Per the site walk – the Basis Design and Add Alt #2 and #3 - are specified to be individual net panels. Pole to pole. Does the city want 1 panel or 3 panels of net in each pole-to-pole opening?

A1: Either configuration—one (1) net panel or three (3) net panels per pole-to-pole opening—is acceptable to the City.

Q2: Basis Design and Add Alt #2 and #3 call for a standoff bracket. Is there a design for this bracket or a design that the city is looking for? Is there a standoff length? Is this something that the city will be engineering?

A2: The intent of stand-off bracket per the SOW is for “Stand-off brackets to help keep netting from rubbing on concrete poles to minimize damage from wind events.“ The City does not have a design, and this will not be engineered by City.

Q3: All quotes require new hardware. Did the existing hardware meet city’s needs? Do you have any details on that existing hardware so it can be matched. Galvanized? Stainless?

Dia. of cable? Dia. of Eyebolts etc…

A3: Existing hardware met needs for the existing net system and original Hardware was galvanized. Please refer to Exhibit A of Addendum No. 1 and dated December 18, 2025, for more information on this. Should the new system include changes in net size, Contractor will need to verify cable sizes for the products specified.

Q4: Does this project require a general contractor? We build turnkey systems all around the country and I am trying to figure out if we can bid directly or if we would have to subcontract underneath a GC.

A4: A General Contractor’s license is not required.
