About this file

This is Addendum #1 to Request for Quotation (RFQ) #26-01 issued by the Town of Hamden, Connecticut for architectural services related to the design of an animal shelter facility located at 466 Putnam Ave, Hamden, CT (Project #20082). The RFQ solicits comprehensive architectural services including design development, construction documents, and construction administration. The original RFQ was released on January 26, 2026, with proposals due by March 3, 2026 at 11:00 AM EST. No site visits, bidder meetings, or pre-submission conferences have been scheduled. The anticipated project timeline indicates construction bidding will commence in Fiscal Year 2027-2028, with construction beginning between 2028 and 2029. The Town has indicated that if needed, a short list may be developed and interviews conducted following RFQ submissions, though no subsequent proposal phase is anticipated.

A preliminary project budget of $2,635,400 was established during the planning phase; however, as this is an RFQ, cost is not discussed at the time of proposal submission but will be negotiated after selection of the respondent. Respondents are expected to assist with additional detailed budget development and explore grant opportunities while preparing funding request documentation. The solicitation contains no incumbent contractor information, set-aside designations, or restrictions on vendor eligibility. Prospective vendors should possess relevant architectural expertise and experience in shelter or similar institutional facility design. The Town has made available a needs assessment and conceptual layout for the project through supplemental documents accessible on the Town of Hamden website under Engineering > Projects > Animal Shelter, and interested firms may contact the purchasing department at purchasing@hamden.com for additional information or clarification.
