About this file

This Q&A Center document is an Addendum #2 for Solicitation 26PSX0007, issued by the State of Connecticut Department of Administrative Services (DAS) Procurement, for custodial services at 10 Franklin Square in New Britain. The solicitation requires comprehensive janitorial and custodial services for an estimated 59,592 square feet facility with approximately 100 daily occupants. The building operates with full occupancy Monday through Wednesday, with minimal staffing Thursday and Friday unless hearings are scheduled. Current staffing requirements include two janitorial personnel working 4:00 PM to 7:00 PM daily and day porter services reporting directly to the Client Agency Designee. The facility contains 361 small trash receptacles and 11 large receptacles, with centralized trash collection. The mandatory pre-solicitation meeting and site visit was held on February 25, 2026 at 1:00 PM, with late arrivals of 10 minutes or more disqualified from participation. The solicitation opened on March 5, 2026 at 2:00 PM EST, with collaboration occurring between February 18-26, 2026. Contractors must retain current employees per Section 18 of the contract, and no qualified partnership designation is required.

Pricing is established using the current standard wage base of $20.40 per hour plus benefits of $8.72, with a mandated minimum hourly rate of $32.76 when including the 12.5% state and federal tax burden. Vendors are permitted to submit wage increases each January and July in accordance with Section 5(b)(5) of the Contract (Payment Terms and Billing), with payment terms specified as Net 45 Days and Free On Board Destination delivery. The scope of work has not changed from the previous contract, and the incumbent contractor currently provides all consumable goods including toilet paper, paper towels, trash liners, hand soap, hand sanitizer, air fresheners, sanitary wax bags, and various cleaning agents as detailed in Section 9 (Consumable Goods) of Exhibit A. No qualified partnership set-aside applies to this solicitation. Required janitorial equipment must be maintained on-site, with storage space available in the second floor janitorial closet as documented in Addendum 2.
