About this file

This document is a clarification response issued by Clackamas County, Oregon, addressing questions submitted by interested firms regarding Request for Quotes #2025-11 for PeopleSoft Administrator Services. The County is seeking PeopleSoft administrator support services that must comply with CJIS and HIPAA regulations. The project requires 24/7 support availability, with after-hours response expected only for urgent situations when the system is down and requires immediate attention. The scope of work includes performance troubleshooting, PeopleSoft Tools updates, and selective adoption of features and bug fixes, with the County performing Patch Update Management updates every other year alternating with PeopleTools upgrades. Large application upgrades are not included in the regular scope but may be addressed through on-call professional services, depending on pricing and feasibility. The response was issued on February 10, 2025.

Regarding pricing, the County requested that firms provide both fixed monthly pricing options and hourly rates with cost breakdowns to accommodate flexibility based on the volume and types of requests received. All work must be performed onshore due to compliance sensitivity, though the County is open to reviewing offshore service providers if they can demonstrate the ability to meet necessary compliance requirements. The County's security insurance prohibits engagement with contractors based in Cuba, Iran, Afghanistan, Belarus, Myanmar, North Korea, Russia, Syria, Ukraine, and Venezuela. New feature implementation beyond selective adoption would typically fall outside the scope of the Professional Services On-Call agreement and may require separate engagement.

REQUEST FOR QUOTES #2025-11

PEOPLESOFT ADMINISTRATOR SERVICES

RESPONSE TO CLARIFYING QUESTIONS

February 10, 2025

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.

1. Are we able to provide offshore services to support this project?

Answer: This project requires the selected firm to comply with CJIS and HIPAA regulations. Due to the sensitivity of these standards, we prefer that all work be handled onshore. However, we are open to reviewing firms that provide offshore services to assess whether they can meet the necessary compliance requirements.

Additionally, please note that our security insurance prohibits us from working with contractors based in the following countries: Cuba, Iran, Afghanistan, Belarus, Myanmar, North Korea, Russia, Syria, Ukraine, and

Venezuela.

2. Is Clackamas County requesting a fixed monthly price for the services provided, or an hourly rate which can fluctuate, depending on the number and types of requests?

Answer: If your company offers both a fixed monthly price and an hourly rate, we would appreciate seeing both options, along with a breakdown of the cost differences. We want to ensure flexibility in accommodating various needs based on the number and types of requests.

3. The RFQ requests 24/7 support. Is the County requesting that any request be addressed at any time, specifically during non-business hours, or will only critical requests be expected to be addressed in off-hours?

Answer: Yes, if after-hours support is available, we would like the option to use it. This would only be necessary for urgent situations where the system is down and requires immediate attention.

4. For application updates, which Oracle releases 3 times per year, is the request to apply the updates as they are released, or does the county have a schedule for updates, such as once or twice per year?

Answer: Currently, we perform PUM updates every other year, alternating with PeopleTools upgrades. Large upgrades are not part of our regular scope for this RFQ, which is why the RFQ includes a request for on-call services to address costs at the time of those projects. While large upgrades are likely to be managed and executed by Clackamas, this will depend on pricing. We do, however, expect the services to include PUM selective adoption of features, bug fixes, and security updates to PeopleTools and troubleshooting issues such as performance.

5. As part of the application updates, is it expected that new features be evaluated and implemented or would new feature implementation fall under the Professional Services On-Call part of the agreement.

Answer: That depends on the feature. As we hope that we could do selective adoption of some features however we understand the implementation of new features would more likely fall outside the Professional Services On-

Call.
