About this file

This is an addendum to a Request for Quotes issued by Clackamas County for on-call Clackamas Broadband Exchange (CBX) residential drop construction services funded through the American Rescue Plan Act (ARPA). Addendum Number 1, issued on April 18, 2024, modifies Section 4 of the original RFQ by replacing the CBX Drop Costs sheet with a comprehensive pricing schedule that establishes unit costs for various broadband infrastructure construction activities. The pricing schedule includes line items for boring operations using 1-inch and 2-inch rolled conduit (with and without rock), trenching with conduit sticks of various lengths, rock plowing, aerial cable installation, vault construction in three different sizes, fiber cable pulling in conduit, fusion splicing for single and multiple fibers, case installation, risers, and home installation services that include coordination with homeowners, building entry, fiber drop coiling, ONT mounting, and weatherproofing of all penetrations.

The addendum specifies that CBX will provide fiber cable and optical network terminals (ONT) for home installations, while contractors are responsible for all other materials required for building entry. The pricing structure requires contractors to submit firm unit costs for each line item on the CBX Drop Costs sheet, with completed quotes to include the firm name, printed name of the authorized representative, and submission date. No specific response deadline, award date, or contract term information is provided in this addendum document, as these details remain governed by the original RFQ terms.

Unit cost to coordinate and perform a home install.

This would entail coordinating a time with the home owner, discussing location of building entry, performing the entry and coiling the new fiber drop in the house and mounting the ONT. All building penetrations need to be weather proof to ensure moister does not enter the home. CBX will provide the fiber cable and ONT. All other materials needed for the building entry will be the reasonability of the contractor.
