About this file
This document is an Attachment F - Certified Disadvantaged Business Outreach Plan for a Request for Proposal (RFP) for the Cost-Benefit Evaluation of State Surplus Property Program in the state of Oregon, involving the jurisdictions of Marion County and the City of Salem. The document requires the proposer to provide information on their efforts to solicit certified disadvantaged businesses, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses, for any subcontracting opportunities if awarded the contract. Proposers must indicate if they are a certified firm, provide a list of certified firms they have had a contractual relationship with in the past two years, and describe the steps they will take to solicit certified firms for subcontracting opportunities. The document also requires proposers to report the identity and value of any subcontracts awarded to certified firms if a contract is awarded.
The document does not provide any information on pricing terms, set asides, incumbent contractors, funding requirements or sources, or other salient financial details. The focus is solely on the proposer's efforts to ensure certified disadvantaged businesses have an equal opportunity to participate in the performance of the contract.
