About this file
This document contains questions and answers related to a cost-benefit analysis evaluation for the State of Oregon's Surplus Property Program, solicitation S-10700-00010016. The State is seeking proposals for a comprehensive analysis of the program, which generates $6 million in annual revenue by locating, acquiring, and distributing state and federal surplus property to eligible entities. The evaluation will assess the program's operations and determine whether it should continue to be government-operated or if the services should be outsourced. Proposals are due by May 10, 2024, and the State anticipates awarding one contract, which may be amended. The State has not completed a cost-benefit evaluation in the past and does not have an estimated budget for the project at this time. The State has financial information and job descriptions available to assist the awarded vendor in conducting the analysis.
